On December 18, 2025, the federal government detailed the authorization for 39.1 thousand temporary positions at IBGE, released by a joint order published in the Official Federal Gazette on December 17, aimed at conducting two new national censuses in 2025. The decision meets a demand considered of temporary necessity of exceptional public interest, in accordance with legislation that allows for fixed-term hires.
The new positions will strengthen the collection and production of information for the Agricultural, Forestry and Aquaculture Census 2025 and the Census of the Homeless Population, both conducted by the institute. Of the 39,108 positions, the majority will be allocated to the front line of operations, with 27,330 enumerator roles, responsible for the effective collection of data in the field throughout the surveys.

Of the total 39,108 temporary positions at IBGE, 27,330 will be for enumerators, reinforcing the labor-intensive nature of the field operations planned for 2025.
The enumerators will work directly in data collection in rural, forestry, and aquaculture areas, as well as visiting concentration points for the homeless population in Brazilian cities.
The remaining positions, distributed among other functions related to the mechanics of the censuses, will support activities in organization, local supervision, information verification, and support for statistical production.
The expectation is for strong demand for each opportunity, especially in regions with higher unemployment and informality.
Streamlined Selection Process, Deadlines, and Budgetary Rules
The recruitment of new professionals will depend on prior approval in a streamlined selection process, which should be widely advertised throughout the country.
The order establishes that IBGE has up to six months to publish the announcement for the opening of applications, a deadline that sets the pace for the race for positions.
Compensation and other working conditions will be defined by the institute itself, in accordance with current legislation for temporary hires.
From a fiscal perspective, the expenses with the hires will be covered by IBGE’s own budget, classified under the heading of other current expenses and conditioned to formal declarations of budgetary and financial adequacy.
The measure was signed by the Minister of Management and Innovation in Public Services, Esther Dweck, and the Minister of Planning and Budget, Simone Tebet, coming into effect on the date of publication in the Official Federal Gazette on December 17, 2025.
