SP Government Pays R$ 1,000 for Recovered Motorcycles. Project Approved by SP City Council Aims to Reduce Motorcycle Crimes; Measure Still Needs a Second Vote to Take Effect.
The City Council of São Paulo approved the new project in which the government will pay one thousand reais to municipal guards who recover stolen, robbed, or tampered motorcycles. The proposal, authored by the city hall and approved in the first vote with 37 favorable votes and 10 abstentions, is seen as part of the strategy to curb the wave of crimes committed with motorcycles in the São Paulo capital. The measure will still undergo a second vote before going to Mayor Ricardo Nunes (MDB) for approval.
According to a report from O Globo, the incentive is a response to the increase in robberies carried out by criminals disguised as delivery workers approaching pedestrians, especially to steal cell phones. Many of these crimes involve vehicles with false plates, a situation that is already considered an “epidemic” by Governor Tarcísio de Freitas (Republicans).
How the Bonus Payment Works
The approved text stipulates that each guard who recovers a stolen, robbed, or tampered motorcycle may receive up to R$ 1,000 as a bonus. The amount will be paid per occurrence, but there is still no clear definition on how it will be divided among agents working together in the seizure. The opposition questions this lack of detailed rules and warns of possible internal conflicts within the corporation.

According to Councilor Nabil Bonduki (PT), the initiative may “unbalance” the priorities of the GCM. For him, there is a risk that guards will focus solely on this task, to the detriment of other public safety functions. Context of Motorcycle Crime
The number of vehicles with false plates in the city is alarming. In June, the city hall recorded 5,579 instances of this type, an average of 185 per day — one every eight minutes. Many of these motorcycles are purchased online for about R$ 20, already with tampered plates, facilitating the actions of criminal groups.
The occurrences generally involve two or more motorcycles and are characterized by quick approaches and immediate escapes, making police action difficult. The municipal government believes that the bonus can increase the recovery of these vehicles and, indirectly, reduce associated crimes.
Next Steps and Other Approved Projects
The government leader in the City Council, Councilor Fábio Riva (MDB), defended the proposal as part of the investment in security and the valorizations of the GCM. However, the opposition intends to present amendments before the second vote to adjust points considered vague.
In the same legislative session, a project to create the Procon Paulistano was approved in the first vote, linked to the Municipal Department of Justice and with a consultative council for consumer protection.
