Government Will Privatize 16,000 Km, And Toll Will Vary According to Road Conditions

The federal government plans to transfer a little over 16 thousand kilometers of 25 highway stretches to the private sector by 2022.

This figure includes the concession of stretches that have always been operated by the Union and new auctions for roads already explored by the private sector, such as Via Dutra, which connects Rio de Janeiro to São Paulo. For the upcoming concessions, the government is preparing changes to the toll collection model and the rules for the bids. One of the possibilities being studied is to establish different toll prices according to the condition of the highway.

Government technicians believe that these measures are important to make users feel that they are paying for an investment made in the highway they travel on. Additionally, it would serve as an incentive for concessionaires’ construction projects to progress more quickly. In total, the government plans to auction 25 stretches of federal highways in most states. The planned investments in the roads amount to R$ 139 billion. Currently, around ten thousand kilometers of federal highways are already operated by the private sector.

The next auction, scheduled for September, is for BR-364/365, between Jataí (GO) and Uberlândia (MG). Later this year, BR-101 in Santa Catarina is expected to be auctioned. From these two auctions, the government aims to implement changes in toll collection and the bidding criteria.

The highway auction will now have as a rule for determining the winner a combination of the lowest toll rate with the payment of the highest grant (the amount paid to the Union for the use of public property). The model will be defined on a case-by-case basis. But the idea is that, in most stretches, there will be a combination of the floor for the fee and the grant as a tie-breaking criterion.

On the Dutra, toll by km traveled.

The Ministry of Infrastructure intends to auction the new concessionaire for the Presidente Dutra Highway, which connects Rio de Janeiro to São Paulo, next year. The 25-year contract with CCR, which currently operates the road, ends in early 2021. To ensure the road is not without a concessionaire, the auction needs to be held in advance.

The government is already working on the details of the concession. Technicians from the Ministry of Infrastructure are studying a different toll collection model for the new contract. The idea is that, on the Dutra, the toll amount will be calculated based on the number of kilometers traveled by the driver. The intention is for more people to pay for the service, which would reduce prices for all users, as costs would be diluted.

The future concessionaire will also be required to complete a new ascent in Serra das Araras. The government plans investments of R$ 10.9 billion in the new Dutra concession. Additionally, the government wants to auction the Rio-Santos Highway along with the Dutra. That is, the two main roads connecting Rio and São Paulo would be auctioned as a single concession contract.

For ministry technicians, this makes sense because both highways have significant bottlenecks. In the case of Rio-Santos, much of the road needs to be duplicated. The plan is to start the Rio-Santos concession in Ubatuba (SP), about 50 kilometers from the border with Rio.
