In the accusation, electoral prosecutor Luiz Henrique Dal Poz stated that Haddad “failed to account for values and used invalid invoices to justify expenses.” The amount received from UTC Engenharia, according to the complaint, was R$ 2.6 million.
The amounts were reportedly delivered by the construction company directly to the printing houses of Francisco Carlos de Souza, a former state deputy and union leader known in the PT as ‘Chico Gordo’.
Francisco revealed that he received the payments but said they were not intended for the former mayor’s campaign, but rather for other PT candidates whose names he did not disclose to the Federal Police.
According to the complaint, R$ 3 million had been negotiated with businessman Ricardo Pessoa from UTC Engenharia and then settled for R$ 2.6 million. In addition to the contractor, who is a whistleblower, money dealer Alberto Youssef also mentioned the operations in his testimony.
The decision was made by Judge Francisco Shintate, 1st Electoral Zone of the capital city, and will be published on Wednesday, 21, in the Electronic Justice Gazette.
The former mayor was also charged in the criminal sphere for this same case, involving corruption and money laundering. The 12th Chamber of the Court of Justice of the State of São Paulo, however, shelved the action in February.
Haddad’s defense claims it will appeal because witnesses and documents prove that the reported expenses were presented. Furthermore, the former mayor argues that the judge convicted him for something the Public Prosecutor’s Office did not accuse him of.
