Paraná Accelerates the Application of Petrobras Indemnity, Directing Billions in Resources to Strategic Environmental Projects, with Direct Impact on Sustainability, Water Protection, and Biodiversity.

The Government of Paraná has made significant progress in applying the funds from the indemnity from Petrobras, consolidating one of the largest environmental programs ever carried out in the State. According to a report released by the State Secretariat for Sustainable Development (Sedest) this Friday (2), 82 initiatives have already been approved and are in different phases of execution, totaling R$ 639.5 million in investments distributed across all regions of Paraná.

Petrobras Indemnity Strengthens Paraná’s Environmental Policy

The amounts are part of the financial compensation paid by Petrobras due to the oil spill that occurred in July 2000 at the Presidente Getúlio Vargas Refinery (Repar) in Araucária, in the Metropolitan Region of Curitiba.

The total amount deposited in court, with interest and adjustments, currently reaches around R$ 1.2 billion, reinforcing the relevance of Petrobras’ indemnity as a financing instrument for environmental projects with direct impact on the sustainability of Paraná.

The resources are already being applied to concrete actions, focusing on environmental conservation, water management, biodiversity, restoration of degraded areas, and strengthening the public environmental structure.

The indemnity from Petrobras is the result of a civil public action for collective and diffuse moral damages caused by the leakage of approximately four million liters of oil into the Iguaçu River. The accident affected extensive areas of the Alto Iguaçu ecosystem, causing severe impacts on fauna, flora, soil, and water resources.

After more than two decades in the judicial system, the agreement signed in 2021 established clear rules for the allocation of resources, ensuring that the State of Paraná could direct them exclusively to public interest environmental projects.

The application follows technical criteria, with institutional monitoring and a permanent focus on sustainability. This is a reparation that transcends its financial nature, enabling long-term public environmental policies.

Environmental Projects Advance in All Regions of Paraná

The environmental projects financed by the indemnity from Petrobras cover urban and rural areas, benefiting municipalities of different sizes. The Water and Land Institute (IAT) is responsible for a significant portion of the proposals already underway in Paraná, with initiatives aimed at conservation, green infrastructure, and modernization of environmental management.

Among the ongoing actions are the establishment of urban parks, structures for selective waste collection, re-equipping environmental inspection, restoration of forest nurseries, modernization of seed laboratories, and the development of the Monitora Paraná system, aimed at environmental monitoring.

These environmental projects enhance the ability of public authorities to prevent damage, monitor ecosystems, and promote sustainability in an integrated manner with urban and territorial planning.

Sustainability and Biodiversity Conservation as a Central Axis

Biodiversity conservation occupies a strategic position in the application of the indemnity from Petrobras in Paraná. One of the most relevant projects is the initiative aimed at protecting the southern woolly monkey, a critically endangered species. The proposal, currently in the bidding phase, includes monitoring actions, population management, and strengthening ecological corridors.

In addition, the State is monitoring the development of projects focused on the creation and expansion of Conservation Units, implementation of Wildlife Rescue Centers, erosion control, and flood mitigation.

These initiatives expand the protection of ecosystems and reinforce the sustainability of the Paraná environment. Biodiversity is treated as a strategic natural heritage, with integrated public policies based on technical evidence.

Water Management and Environmental Recovery in Paraná

Another priority area for investments originating from the indemnity from Petrobras is the recovery of degraded areas and protection of water resources. The 2000 spill affected about 40 kilometers of the Iguaçu River and contaminated approximately 140 hectares of soil, causing lasting harm to the environment.

The environmental projects aimed at water management include actions for the recovery of springs, protection of slopes, sustainable urban drainage, and revitalization of green areas.

These measures reduce environmental risks, strengthen water security, and increase the resilience of Paraná municipalities to extreme weather events. Water is treated as a central element of sustainability, linking environmental conservation and quality of life.

Participation of Universities and Municipalities in Environmental Projects

The application of the indemnity from Petrobras in Paraná also involves state and federal universities and research foundations. These institutions engage in scientific studies, environmental monitoring, and development of technological solutions applied to public management.

In addition, municipal programs receive financial support for urban drainage initiatives, revitalization of public areas, protection of watersheds, and environmental education.

The decentralized model expands the reach of the environmental projects, promoting sustainability in an integrated and territorially balanced manner. Institutional cooperation strengthens environmental governance and ensures greater effectiveness in the application of resources.

The judicial agreement establishes specific criteria for the allocation of funds. Part of the indemnity from Petrobras is reserved for projects submitted by the municipality of Araucária, directly affected by the environmental disaster. Another portion benefits the Alto Iguaçu watershed, covering municipalities such as Curitiba, Pinhais, Piraquara, Fazenda Rio Grande, and São José dos Pinhais.

The remaining resources are applied to state and federal Conservation Units and initiatives linked to the State Environmental Fund (Fema). Established by State Law No. 12.945 of 2000, the fund concentrates resources intended for funding environmental projects aimed at preserving, conserving, and recovering the environment, strengthening sustainability in Paraná.

History of the Agreement and Environmental Commitments Made by Petrobras

Although the agreement was signed in 2021, the transfers were reportedly suspended in March 2022 by a Federal Court decision after an action by the Public Prosecutor’s Office of Paraná. Part of the funds, amounting to about R$ 105 million, had already been allocated for the purchase of trucks intended to support municipalities in actions such as water supply, firefighting, and solid waste management.

In addition to financial compensation, Petrobras has made additional commitments for environmental remediation and the adoption of preventive measures to avoid new disasters, expanding the scope of Petrobras’ indemnity and reinforcing its reparative function.

An Environmental Legacy for Paraná

The execution of the resources from the indemnity from Petrobras consolidates a new level for Paraná’s environmental policy. With R$ 639.5 million already directed to 82 environmental projects, the State transforms a historical environmental liability into an opportunity for institutional strengthening, biodiversity conservation, and the promotion of sustainability.

The investments generate lasting impacts, modernizing environmental management, protecting strategic ecosystems, and amplifying social and environmental benefits for the population. The adopted model positions Paraná as a national reference in the application of compensatory resources in structural environmental projects, focusing on sustainable development and natural heritage protection.
