São Paulo Penitentiary Police Contest Offers 1,100 Male Positions with Initial Salary of R$ 4,695.60, Applications Until December 22, 2025, Fee of R$ 122.17, and Four Elimination Phases Defined in Detailed Notice

The São Paulo Penitentiary Police contest has extended applications until December 22 to fill 1,100 male positions, with an initial salary of R$ 4,695.60, because the new career created in September 2024 unified old penitentiary positions and expanded the structure of public safety.

The Secretary of Penitentiary Administration reported that the career requires a higher education degree and exclusive dedication, a factor that prevents parallel paid activities and establishes a full-time bond of the penitentiary police officer with the prison units and other institutional services.

The São Paulo government highlighted that the legislation approved in September 2024 unified ASP and AEVP agents, creating the Penitentiary Police as a permanent body aligned with the Military, Civil, and Technical Scientific structures, according to state security guidelines.

The measure represented a salary increase for the new category, maintaining an initial salary of R$ 4,695.60 and reinforcing the penitentiary police officer’s responsibility for the security of prison establishments and the custody of individuals deprived of liberty.

Application Process

Applications are open until 4 PM on December 22, 2025, exclusively on the website www.institutoaocp.org.br, with a fee of R$ 122.17, and payment allowed until 11:59 PM on the same day, according to the official announcement.

The notice states that there will be no refund of the fee, even in the case of duplicate payments, except if the contest is not held, a rule valid for all candidates registered in the contest.

Total exemption is provided for blood donors according to Law 12,147/2005, requiring three donations in 12 months, while a 50% reduction benefits students with income below two minimum wages or unemployed individuals.

Mandatory Requirements

The candidate must possess a higher education degree proven at the time of possession, a minimum age of 18 years, a maximum age of 35 years by the end of the application period, and a minimum height of 1.60m during the Physical Aptitude Test.

A valid driver’s license (category B) is mandatory, in addition to physical health, psychological fitness, and medical examinations compatible with the position, requirements evaluated during all phases of the contest and during the probationary period.

The notice also establishes that offensive tattoos related to ethical values, human rights, violent ideologies, criminality, discrimination, or obscene content will eliminate the candidate, a criterion applied in all selective stages.

Contest Structure

The contest will have four elimination phases: objective test, height assessment, TAF, psychological test, and social investigation, according to the Secretary of Penitentiary Administration.

The objective test, scheduled for February 8, 2026, from 2 PM to 5 PM, will consist of 50 questions distributed among Portuguese Language, Mathematics, and General Knowledge, totaling a score from 0 to 100 points.

Approval requires a minimum score of 50 points, with locations in Bauru, Campinas, Presidente Prudente, Ribeirão Preto, São José do Rio Preto, São Paulo, Sorocaba, and Taubaté, as informed by Instituto AOCP.

The top 7,500 candidates will be called for the TAF, provided they present a medical certificate issued no more than 30 days prior and strictly meet the required health criteria.

The TAF includes pull-ups, abdominal endurance, a 50-meter sprint, and a 12-minute run, requiring a minimum of 20 points in each test and a total final score equal to or greater than 201 points, within a total of 400.

The psychological test will assess emotional stability, discipline, responsibility, teamwork, controlled aggression, and pressure resistance, classifying participants as fit or unfit according to the required profile.

The social investigation will check the candidate’s past life, moral conduct, schooling, and professional history, seeking inconsistencies that may render the candidate incompatible with the exercise of the position, including cases related to crimes and drug use.

The Penitentiary Police was established by LC 1,416 of September 26, 2024, regulating the institution’s Statute and defining that the staff must be exclusively filled through public competition.

The Penitentiary Police of the State of São Paulo integrates the public safety system and is subordinated to the Secretary of Penitentiary Administration, according to parameters organized after the Constitutional Amendment 104 of 2019.

The penitentiary police officer works on an exclusive dedication basis and may act in shifts or administrative duties according to institutional demands, maintaining a routine aligned with the needs of the penitentiary system.

Career Responsibilities

The penitentiary police officer performs surveillance, security, and prevention of occurrences in penal establishments, in addition to promoting custody and care of inmates, preventing escapes and evasion registered in the units.

The career also includes escorts and interstate or intrastate movements of individuals deprived of liberty, following protocols defined by penitentiary authorities.

The institution is responsible for preventing and repressing crimes, contraventions, and internal disciplinary infractions, as well as coordinating crisis management and tactical interventions, according to legal standards.

The schedule provides for applications between November 3 and December 22, 2025, calls for the objective test on January 27, 2026, the exam on February 8, 2026, and the release of the answer key on February 10.

The creation of the career occurred after a structural review of the penitentiary system, which sought to organize responsibilities, define selection criteria, and expand the operational autonomy of the Penitentiary Police.

The position was structured to meet the growing demands of the São Paulo prison system, strengthening internal surveillance and security in complex units and increasing the number of qualified professionals.

The detailed selection process indicates the government’s expectation to consolidate the new functional model and avoid operational gaps in the system, considering that the career replaces old ASP and AEVP formations.

The Secretary of Penitentiary Administration reinforced that the career requires impeccable conduct and full aptitude, fundamental criteria for daily exercise of duties, which includes permanent physical and psychological preparation.

The social investigation norms seek to eliminate incompatible profiles, verifying the candidate’s professional and moral history. This point is considered essential for the function, even if it may lead to formal errors such as incomplete data entry.

With the institutionalization of the Penitentiary Police, the State now has a specific framework for the activities of custody, surveillance, and movement of inmates, consolidating its own structure within São Paulo public safety.
