The Benefit Secures Lifelong Pension at the INSS Ceiling Value, Compensation of R$ 50 Thousand and Tax Exemption, with Right to 13th Salary, According to Official Information from the National Institute of Social Security.
The INSS began in September 2025 the payment of lifelong pension for families affected by Zika congenital syndrome, one of the most awaited measures since the 2015 epidemic. In addition to the monthly amount of R$ 8,157.41 — equivalent to the ceiling of the General Social Security Regime — victims are entitled to a one-time compensation of R$ 50 thousand, adjusted by the INPC.
The decision was formalized by the Law No. 15,156/2025, which consolidated rights already provided in previous regulations and expanded the guarantees. The benefit is exempt from Income Tax and also guarantees the payment of an annual bonus, functioning in practice as a 13th salary.

It is necessary to attach personal documents of the patient and their legal representative, in addition to a medical report issued by a public or private official board.
All requests undergo evaluation by the medical expertise of Social Security, which analyzes the consistency of the information.
Another relevant point is that the lifelong pension can be accumulated with the Continuous Cash Benefit (BPC), currently valued at one minimum wage (R$ 1,518 in 2025).
It is also possible to accumulate with other social security benefits of the same value.
The restriction only applies to the compensation: the R$ 50 thousand cannot be combined with amounts granted in lawsuits against the Union.
History of the Measure and Fight of the Families
Financial support for Zika victims has been discussed since 2020, when Law No. 13,985/2020 ensured compensations, later reinforced by Provisional Measure No. 1,287/2024.
Now, the new law expands and unifies rights, ensuring legal security. Applications made based on previous regulations remain valid.
The context of the measure refers to the epidemic of 2015 and 2016, which particularly affected the Northeast of Brazil.
