Billion-Dollar Investment Strengthens Renewable Energy in Ceará

A new wind complex, estimated at R$2 billion, is moving to consolidate the Serra da Ibiapaba as a clean energy hub in the Northeast.

On June 26, 2025, the environmental compensation agreement was formalized, through the Official State Gazette, between Eólica Serra da Ibiapaba Holding S.A. and the State Secretary of the Environment and Climate Change (Sema).

This milestone represents another step within Ceará’s environmental policy. The compensation amounts to 0.5% of the total investment, approximately R$10 million, as determined by Resolution COEMA No. 09/2003.

This final definition will only occur after the completion of the work.

Current Phase Boosts Licensing

Strategically, the project located on Fazenda São Francisco, between the municipalities of Guaraciaba do Norte and Carnaubal, foresees an installed capacity of 220 megawatts.

The team officially released the schedule in the Official Gazette. The responsible company, Eólica Serra da Ibiapaba Holding S.A., strengthens its socio-environmental commitment to the region.

Therefore, all legal and environmental requirements will be fulfilled to mitigate impacts. This guarantees sustainability and local economic development.

Moreover, the investment puts the Serra da Ibiapaba in the spotlight in the energy transition scenario.

Complex Controlled by Industry Giant

Currently, the complex is controlled by PEC Energia, a company based in São Paulo. CEO Gilberto Lourenço Feldman appears as the holding representative in the Official Gazette.

The company maintains a significant presence in projects distributed across Bahia, Pernambuco, and Ceará, reinforcing the expansion of wind energy in the Northeast region.

The official portfolio of PEC Energia, updated in June 2025, already totals 19 projects, among which are three winning auction complexes.

These complexes sum up to 91 megawatts in operation and 274 megawatts in deployment. Thus, the company strengthens its position in the renewable resource segment.

Future Includes Green Hydrogen

Simultaneously, PEC Energia shows increasing interest in new fronts of clean energy. The focus is primarily on the Green Hydrogen sector within the Pecém Industrial Complex (Cipp).

This diversification reinforces the company’s commitment to sustainable technologies. It drives new opportunities for Ceará and for the Northeast as a whole.

As a result, the region amplifies its role in low-carbon energy generation. Additionally, it attracts investments and fosters local jobs.
