Helder Barbalho, Governor of Pará, Announces Billion-Dollar Investment for the Avança Pará Program, Which Will Be Used to Enhance the Fight Against Hunger, Education, and Environment in the State.
As part of an agreement established between Governor Helder Barbalho and the Union, the state of Pará will receive approximately 280 million dollars, equivalent to over 1.3 billion reais, from the External Financing Commission (Confiex). These funds will be allocated to the Avança Pará program (fighting hunger, environmental conservation, and education) and will be obtained through the International Bank for Reconstruction and Development (IBRD). Moreover, the state will also receive an additional investment of US$ 70 million, totaling an investment of US$ 350 million, which represents more than 1.7 billion reais. The announcement was made by the governor himself on his social media last Thursday (06/01).
Pará Development Program: Billion-Dollar Investment to Boost the State
This partnership between Pará and the Union will result in financing directed towards the Hunger Combat Program, Environmental Conservation, and Acceleration of Learning.
The State Department of Education (Seduc), represented by Secretary Rossieli Soares, emphasizes the urgent need for public policies aimed at environmental awareness and positions education as a central element in this discussion.
In addition, a credit operation worth US$ 50 million, corresponding to over 248 million reais, has been confirmed for the municipality of Paragominas, located in the southeastern part of Pará.
This investment will be carried out through the Latin American Development Bank of the Andean Development Corporation (CAF) and will be allocated to the Urban Mobility, Drainage, Urbanization, and Development Program.
The Municipal Government will contribute US$ 12.5 million, more than 62 million dollars, for the execution of the works.
Avança Pará Program: Investing in Education, Environment, and Fighting Hunger
The “Avança Pará” program is an initiative developed in partnership with the State Department of Education (Seduc), the State Department of Environment and Sustainability (Semas), and the State Department of Social Assistance, Labor, Employment, and Income (Seaster).
This project aims to address the challenges of educational indicators in Pará, which directly impact the economic and social conditions of the population, as well as the degradation of the environment.
Aiming to boost sustainable development, the program is divided into three main lines of action:
Social Protection: Fighting Hunger
By expanding support to families in vulnerable social situations, Avança Pará prioritizes combating severe food insecurity.
To achieve this, it aims to promote the municipalities’ adherence to the State Food Security Plan, establishing a cooperative network to fight hunger.
In addition, investments in infrastructure are directed through equipment provided by social assistance agencies, especially in vulnerable areas.
Education: Literacy and School Infrastructure
The program also focuses on improving education in the state of Pará.
To ensure that children are literate at the right age, frequent diagnostic and formative assessments will be conducted, ensuring the provision of structured materials and promoting ongoing teacher training.
Additionally, collaboration with municipalities through ICMS will strengthen teaching at the appropriate level, involving the formation of tutors, manuscript correction apps, Preventive Dropout Alert System (SAP), and Active Search actions.
School infrastructure will also be enhanced, with the construction and adaptation of schools considering environmental sustainability criteria and addressing the demands and social vulnerabilities of each region.
Environment: Sustainability, Biodiversity, and Natural Resources
Aware of the importance of environmental preservation, Avança Pará aims to use technology and connectivity to strengthen the fight against deforestation.
In addition, support programs for bioeconomy businesses in strategic areas of the state of Pará will be implemented, promoting sustainable activities that generate income and preserve the environment.
Another essential measure will be the implementation of a payment-for-ecosystem-services program, encouraging practices that contribute to the conservation of natural resources and the maintenance of biodiversity.
The investment in the Avança Pará program, through a partnership between Governor Helder Barbalho and the Union, reflects the commitment to the integral development of the state. This comprehensive initiative, which encompasses key areas such as Education, Environment, and Fighting Hunger, aims to promote a more sustainable, equitable, and prosperous Pará for all its inhabitants.
