Operation Reveals Billion-Dollar Corruption Scandal on Highways BR-163 and BR-487. With a Task Force Including CGU, PF, and Federal Revenue, the Investigation Targets Deviations and Failures That Hindered the Execution of Strategic Works.

In an operation that raises serious questions about the use of public money and the infrastructure of Brazilian highways, authorities revealed details of an investigation pointing to a billion-dollar corruption scheme in the construction of two important federal highways in Paraná.

The task force, composed of the Office of the Comptroller General of the Union (CGU), Federal Police (PF), Federal Revenue (RFB), and Federal Public Ministry (MPF), uncovered a possible scheme of frauds and deviations that, over the years, compromised the safety and quality of BRs 163 and 487, considered critical for agricultural production flow and regional integration.

According to initial information from the investigations, the second phase of the so-called Operation Rolo Compressor, launched earlier this week, focuses on uncovering how million-dollar contracts intended for improvements on the BRs may have been used to benefit companies and public employees to the detriment of road quality.

The investigative work highlights a series of irregularities in the sections between Toledo and Marechal Cândido Rondon (BR-163) and between Porto Camargo and Serra dos Dourados (BR-487), where the poor condition of the roads is notorious.

A Mega Operation in Search of the Truth

With 54 search and seizure warrants in eight states (São Paulo, Espírito Santo, Minas Gerais, Pernambuco, Paraná, Santa Catarina, Rondônia, and the Federal District), Operation Rolo Compressor mobilized an impressive number of agents to execute the orders from the 14th Federal Court of Curitiba.

In total, the operation includes 13 auditors from the CGU, 12 from the Federal Revenue, and 240 federal police officers, in a joint effort to dismantle the scheme and recover possible diverted funds.

According to the investigative bodies, the scheme under investigation includes bidding frauds, contracts filled with flaws, and acts that would constitute corruption.

During the period under investigation, which extends from 2011 to 2022, employees of the National Department of Transport Infrastructure (Dnit) in Paraná allegedly received illicit amounts from companies that had service contracts with the public power.

Suspicions indicate that such contracts had compromised oversight and frequent irregularities in the execution of the contracted works.

The Shortfall in Road Works

According to the CGU, the contracts under investigation total nearly R$ 700 million.

Auditors detected a markup of R$ 17.5 million, an overpricing of R$ 8.5 million, and a loss of R$ 67.2 million due to discrepancies in the projects compared to what was effectively executed.

The survey indicates that the total losses amount to R$ 75.8 million, an alarming figure that directly impacts infrastructure and the regional economy.

Among the problems identified by the CGU are failures in drainage and paving equipment.

The technicians observed clogged drains and ditches, ruined containment basins, and other structural problems that compromise the functionality of the highways.

Additionally, there were recorded paving failures, such as premature disaggregation, block cracking (“alligator skin”), potholes known as “pans,” and wheel marks, which can severely affect user safety.

Social Discount Rate: The Impact of Deviations on Society

A little-mentioned but highly relevant aspect is the so-called Social Discount Rate (TSD), calculated by the CGU to measure the social and economic impact of the incomplete works.

The index estimates that corruption and execution flaws in the BR-163 and BR-487 projects have caused social losses of around R$ 125 million.

This amount represents what communities and the economy failed to gain with a modern and efficient road infrastructure.

According to the CGU, completing the works on the BRs in question is not just a logistical or mobility issue, but a strategic necessity, especially for agricultural production in Paraná and neighboring states.

The lack of adequate infrastructure directly impacts the cost and efficiency of transporting products, negatively affecting the agricultural sector and other industries that depend on highways to move their goods.

Money Laundering and Resource Concealment

In addition to deviations and poor execution of the works, the investigation pointed to signs of money laundering.

The investigations suggest that the resources generated by the scheme were disguised and concealed through financial transactions involving companies and intermediaries.

This sophisticated financial maneuvering aimed to hide the illicit origin of the diverted funds, further complicating the tracking of resources and compromising transparency in the application of public funds.

According to the PF, these money laundering acts evidence a well-structured scheme to give a legal appearance to amounts derived from crimes against public administration.

Investigators expect that, by the end of the operation, most of the diverted assets and resources can be recovered and reverted in favor of public heritage.

An Ongoing Operation with Expected Developments

Operation Rolo Compressor is ongoing, and it is expected that new developments may arise as investigations advance.

For the authorities involved, this type of operation is essential to curb corruption in public works, particularly in areas like roads, which are vital for economic development and for the safety of everyone who uses these routes daily.

The police actions are expected to continue with new interrogations, analysis of seized documents, and review of contracts to identify and hold accountable all those involved.

According to the CGU, combating corruption is essential to ensure that public investments are applied fairly and transparently.
