Million-Dollar Sale Is Annulled After Irregularities in Initial Payment Presented by Winning NGO
In July 2025, the Postal Service canceled the sale of a property valued at R$ 280 million because the winning NGO presented a non-fundable check as initial payment, as per the determination of then-president Fabiano Silva. Furthermore, the decision halted a process that was rapidly advancing towards the definitive transfer of the area.
The property corresponds to the former space of UNICORREIOS, located in the Northern Sports Clubs Section, a valued region of Brasília. Although the land was 212 thousand square meters, only the NGO CPM Intercab participated in the bidding, which reduced the final value compared to the original appraisal of R$ 322 million. Thus, the process drew attention from the beginning.
Internal Audit Identifies Failures and Reveals Administrative Risks
The audit proceeded immediately after the approval. According to a report released that same July, the NGO did not possess compatible social capital, which raised internal concerns. Additionally, the leader of the entity, Jorge Luiz Almeida da Silveira, known as Father Jorge of Oxossi, received emergency aid during the pandemic, according to official data used by the compliance area.

Invalid Check Leads to Annulment and Exposes Link with Investigated Company
In September 2025, CPM Intercab announced its withdrawal and requested the return of funds. However, the notice required deposit of R$ 500 thousand in advance, which did not happen. The check presented was in the name of “M Gorete F Alves Ltda.”, although the Federal Revenue Agency confirmed that the reported CNPJ does not exist. Thus, the financial management immediately identified the irregularity.
Moreover, the number used in the document is similar to that of another company owned by businesswoman Maria Gorete Ferreira Alves, who is being investigated by the Civil Police of the Federal District for scams related to land dealings. Her lawyer stated that he would comment only after accessing the case files. Thus, the cancellation became inevitable.
Religious Leader Maintains Interest and Questions Communication About the Cancellation
Even after the process ended, Father Jorge assured that he did not give up on the purchase. He stated that he did not receive information about the non-fundable check and was only informed of the general cancellation of the property sales. Additionally, he declared that he has assets under negotiation to bid for the land again if the property returns to the market.
This stance fueled new internal discussions, as interest remained even amid the document irregularities recorded by the audit.
Postal Service Reinforces Transparency, Adopts New Measures, and Confirms New Bidding
The Postal Service stated that payment by check was provided for in the notice, although they accepted all compliance recommendations. Thus, the state-owned company informed that a new bidding will be opened after the annulment is concluded. Additionally, the company reinforced internal controls and document verification procedures to avoid similar situations.
The state-owned company also highlighted that it has increased the technical rigor required in transactions involving large real estate assets, as processes of this magnitude require more in-depth audits and clearer communication with all parties involved. Therefore, the new dispute will occur under reinforced rules.
