Meeting Schedule Took Place This Past Wednesday (03/27) at the Ministry of Mines and Energy and Aims to Present Rules and Opportunity Profiles to New Interested Parties
The auction of the surplus of onerous assignment continues to attract the attention of national and foreign oil companies, marking the continuation of a schedule of meetings in a roadshow format, aimed at discussing details of the auction.
The meetings are held with only one interested party at a time, along with the Secretary of Oil and Gas, Márcio Félix, the President of PPSA, Ibsen Flores, the Director of ANP, Felipe Kury, and the Secretary of Finance, Waldery Rodrigues Junior.
The meetings take place in Brasília, at the Ministry of Mines and Energy, with executives including João Guilherme Clark Filho (Ecopetrol); Nelson de Queiroz (PetroRio), Christoph Johannes Schlichter (DEA); Gerhard M. Haase (Wintershall); and Vivek Sheel (ONGC).
Initially, the government scheduled the auction for October 28, and Petrobras has already stated that a delay would cause financial and technical losses, as interested parties may invest elsewhere, causing the country to lose these opportunities.

The onerous assignment has dominated negotiation circles in Congress, during the last forum of governors with the Minister of Economy, Paulo Guedes, he was asked by them for a division of the sharing of royalties and signing bonuses with states and municipalities.
The minister was clear, he will only agree to transfer oil resources to all states and municipalities if there is support for the pension reform.
Paulo Guedes even stated that without the reform he would be in the same situation as the governors, that is, “bankrupt” and that in that case, everyone would be on their own, dealing with their respective problems.
The Minister of Mines and Energy, Bento Albuquerque, abstained from the subject and stated that “this matter is not with him and that he is not responsible for distribution”.
According to Paulo Guedes, the resources from the onerous assignment should be available in September or October and that the government’s intention is to distribute the resources if the government’s accounts are balanced, hence the need for support from governors for the pension reform.
