Old Comperj: A Sleeping Giant in the Heart of Rio de Janeiro

According to urban sources, amidst the natural splendor of Rio de Janeiro, lies a giant of concrete and steel that has become a symbol of unfulfilled promises and missed opportunities. The Petrochemical Complex of Rio de Janeiro (Comperj), renamed GasLub Hub, represents one of Petrobras’ most ambitious and, at the same time, controversial projects. Launched in 2008 with a vision of prosperity and technological advancement, the project today is a reflection of the devastating impact of poorly planned decisions and corruption that plagued the Brazilian petrochemical industry.

The Rise and Fall of a Billion-Dollar Project

Mighty works and billions of reais invested marked the beginning of Comperj, a project that promised to transform Rio de Janeiro into a global petrochemical hub. However, the reality turned out to be quite different. Following investigations from the Lava Jato Operation, the project was abruptly abandoned in 2015, leaving behind a trail of estimated losses of US$ 14 billion and an 85% completed infrastructure, yet lifeless.

The Impact on the Community and Local Economy

Itaboraí: A Ghost Town

The halt of Comperj’s construction affected not only Petrobras but also the city of Itaboraí, which saw its economy inflate and then collapse like a real estate bubble. The dream of growth and jobs evaporated, leaving residents and merchants in an economic limbo, facing the challenge of rebuilding their lives amid the skeleton of an unfinished project.

The Attempt at Revitalization and Its Obstacles

In 2018, there was a glimmer of hope when Petrobras announced an agreement with the Chinese company CNPC to resume construction. However, the economic viability of the project remained questionable, and the GasLub Hub remained dormant. In 2023, a new contract was signed to complete the natural gas processing unit, with completion expected in 2024. However, the rest of the old Comperj remains abandoned, a constant reminder of wasted potential.

Between Hope and Reality

The GasLub Hub still carries strategic importance for the national petrochemical sector, but its success hangs in the balance of future economic viability. Petrobras has initiated the process of resuming construction, with plans to build a plant for producing lubricants and complete a diesel and jet fuel production unit. The generation of up to 10,000 direct and indirect jobs during construction is a light at the end of the tunnel.

A Challenge of Sustainability and Efficiency

The resumption of construction at the GasLub Hub, now with a focus on sustainability and energy efficiency, reflects a paradigm shift. The partnership with Toyo Setal signals a commitment to sustainable practices and cutting-edge technologies. Still, the challenge of overcoming logistical and infrastructural obstacles remains, as does the need for public policies and tax incentives that foster sector growth.

The GasLub Hub, with its history of highs and lows, continues to be a topic of debate and speculation. Can this once-abandoned project finally thrive and contribute to Brazil’s advancement in the global petrochemical landscape? Or will it remain a monument to what could have been, a bitter lesson about the dangers of corruption and inadequate planning? The answer, for now, remains uncertain.
