Starting in 2019, around one thousand scholarships for undergraduate, master’s, and doctoral studies will be offered in various fields of knowledge.
The Human Resources Training Program of ANP for the Oil, Natural Gas, and Biofuels sector (PRH-ANP), with the support of the Funding Authority for Studies and Projects (Finep), will offer, starting in 2019, around one thousand scholarships for undergraduate, master’s, and doctoral studies. They will be distributed across approximately 50 programs in different fields of knowledge from higher education institutions in various states, totaling estimated investments of R$ 170 million over five years.
ANP’s forecast is that the selection notice for the programs will be released by the end of this year, allowing for the awarding of scholarships to students to begin in February 2019. The notice will establish the scoring criteria for the selection of the programs, which will be responsible for granting scholarships to students.

The scholarships will be funded by resources from the Research, Development, and Innovation (PD&I) clause included in the contracts for oil and natural gas exploration and production. Participating companies will need to join a fund, whose financial management will be done by the Funding Authority for Studies and Projects (Finep), responsible for transferring the resources to the higher education institutions integrated into the PRH-ANP.
The PD&I Clause
The PD&I clause establishes that companies involved in exploration and production must incur qualified expenses such as research, technological development, and innovation corresponding to 1% of the gross revenue from the production of fields with a large volume of oil and gas that, therefore, collect Special Participation. In production sharing contracts and onerous assignment contracts, the obligation value corresponds to, respectively, 1% and 0.5% of the annual gross revenue of the fields belonging to the blocks detailed and delineated in the respective contracts. ANP is responsible for the analysis, approval, monitoring, and supervision of the application of resources from the PD&I clause.
