Brazil Closes Billion-Dollar Deals With China And Russia In The Areas Of Energy, Mobility, Technology, And Agriculture; Investments May Exceed R$ 27 Billion

The federal government announced a series of commercial agreements signed with Russia and China during official missions conducted this week. The agreements involve sectors such as energy, mobility, technology, mining, and agriculture, with the potential to generate R$ 27 billion in investments between Brazilian and Chinese companies.

On Monday (12/5), President Luiz Inácio Lula da Silva participated in the closing of the Brazil-China Business Forum in Beijing. At the event, he met with executives from large economic groups based in the Asian country, including GAC Motors, Windey Technology, Norinco, and Envision.

Renewable Energy And Fuels Of The Future

With Envision, an investment was discussed in the production of green hydrogen and ammonia, as well as sustainable aviation fuel (SAF), using sugarcane as a base.

The project will be installed in what may be the first Net-Zero Industrial Park in Latin America. The estimated value is US$ 1 billion, although details have yet to be disclosed.

Envision, based in Shanghai, operates in the manufacture of wind turbines, energy storage systems, and green hydrogen solutions.

The company also participates in an investment fund focused on low-carbon projects and has research and development centers in China, the United States, Europe, and Denmark.

In Russia, a memorandum of understanding was signed between the governments for cooperation in studies on SAF. The goal is to analyze the entire production chain of the sustainable fuel, including distribution and commercialization.

In the business field, Brazilian Raízen Energia and China’s SAFPAC discussed the supply of bioethanol, also focusing on the production of SAF.

Technological Partnerships And Energy Innovation

Another important agreement was signed with Windey Energy Technology Group, which has over 50 years of experience in the wind sector.

The partnership, signed with SENAI CIMATEC and announced by the Ministry of Mines and Energy, foresees an initial period of 24 months. The focus will be on the development of batteries and technologies for energy storage.

Additionally, the agreement includes the creation of a research laboratory in Brazil, focusing on wind energy and green hydrogen. The implementation of integrated renewable generation and irrigation projects for remote agricultural areas, as well as the assembly of equipment factories in the country, is also planned.

Automakers And Transport Electrification

In the automotive sector, Chinese automaker GAC Motors has shown interest in producing three models in Brazil. The company is considering taking over an old HPE Automotores factory in Catalão (GO), which produced vehicles under the Mitsubishi and Suzuki brands. According to the newspaper Estadão, the official announcement is expected to be made on May 23rd.

The planned models include two electric vehicles, the Aion V and the Hyper HT, as well as a hybrid called Emkoo.

During the trip, Lula also visited an exhibition by GWM, which is already operating in Brazil with electrified models and indicated intentions to expand its operations in the country. The goal would be to turn Brazil into an export base for South America and Mexico.

Also in the transport sector, DiDi, owner of the 99 app, announced a plan for the delivery segment in Brazil. The company also revealed a project to install 10,000 public charging points, aiming to encourage the electrification of vehicles.

Data Centers, AI, And Semiconductors

Another highlight of the mission to China is the advancement of negotiations for the installation of data centers in Ceará. The Brazilian delegation is expected to meet on Tuesday (13/5) with representatives from Byte Dance, the company that owns TikTok.

Finance Minister Fernando Haddad informed that President Lula is expected to announce a national policy focused on data centers upon returning from the trip.

Additionally, an agreement was signed between the Brazilian Association of Software Companies (Abes) and the Chinese technology park ZGC.

The goal is to encourage partnerships in areas such as artificial intelligence, data infrastructure, market, and talent. Additionally, the company Lingsys has expressed interest in expanding semiconductor production in Brazil, focusing on the states of São Paulo and Amazonas.

Gas, Mining, And Fertilizers

In Russia, Novatek signed a memorandum of understanding with the Brazilian delegation. The focus will be on studying infrastructure for liquefied natural gas (LNG), gas-fired power plants, and projects in the nitrogen fertilizer industry. Novatek is the second-largest producer of natural gas in Russia.

The Chinese state-owned company CNCEC, specialized in industrial engineering, revealed plans to build a fertilizer factory in Paraná. The unit would have the capacity to produce 520,000 tons of urea per year.

In the mining sector, Baiyin Nonferrous Group announced the purchase of the Serrote copper mine, located in the state of Alagoas.

Also in Moscow, the state-owned company Tenex, linked to Rosatom, expressed interest in expanding its operations in Brazil. The company already has a contract with the Brazilian Nuclear Industries (INB) and now intends to expand its activities in the exploration of uranium and lithium.

The conclusion of the official agenda includes Lula’s participation in the Celac summit with China. The meeting is scheduled for Tuesday (13/5) and new agreements are expected to be signed between the two countries.
