On October 3, 2025, the Government of the State of Ceará announced its participation in the Business Mission to China, held from October 8 to 17.
The initiative, led by the Secretary of International Relations, Roseane Medeiros, marks a strategic advance in the state’s insertion into the global offshore wind energy scenario and in attracting sustainable investments.
Business Mission to China Highlights Ceará in Offshore Wind
Ceará is ready to lead the energy transition in Brazil, according to Medeiros, the only Cearan representative in the delegation. The mission, organized by companies such as Blue Aspirations, Mingyang Smart Energy, DNV, and Shizen Energy, positions the state as an international reference in the renewable energy sector.

The Brazilian delegation participated in technical visits, business rounds, and the 8th Offshore Wind Asia Summit (OWA 2025) in Shanghai — one of the largest global events dedicated to offshore wind energy. For the first time, Brazil had an exclusive panel showcasing its energy potential, with Ceará as the protagonist.
Ceará and China: International Cooperation for Sustainable Investments
The Business Mission included agendas in Zhongshan, Yangjiang, Hangzhou, Nanping, and Fuzhou. In these cities, the Brazilian delegation learned about the facilities of leading companies in energy technology and innovation.
Mingyang Smart Energy, for example, is a Chinese giant founded in 2006, with a presence in over ten countries and thousands of patents in wind turbines.
In Hangzhou, the delegation visited the headquarters of Blue Aspirations, a company specializing in measurements and monitoring of offshore projects. DNV, a Norwegian authority in certification and risk management, also accompanied the mission, reinforcing the technical credibility of the project.
The Japanese Shizen Energy, operating across several continents, contributed its expertise in energy transition. These partnerships reinforce the international and strategic nature of the mission, connecting Ceará to the major players in the sector and increasing its visibility in the global market.
