On the morning of December 18, 2025, at the last session of the year, councilors from Itapecerica da Serra voted in under two minutes on a project that raises the salaries of the city’s municipal secretaries by 70%, increasing their remuneration from 10,100 to 17,100 reais. The lightning-fast vote took place in the City Council, in Greater São Paulo, during a session that lasted only seven minutes in total.

The project, authored by the Board headed by councilor Cícero Melo from União Brasil, was approved unanimously by the 15 councilors present, without any debate in the plenary before the vote and with a deliberation time of only 1 minute and 38 seconds. The measure still depends on the sanction of Mayor Ramon Pires Corsini, also from União Brasil, to come into effect on the same baseline date as the other public servants.

How The Increase Was Approved In Less Than Two Minutes

In practice, the final session of 2025 concentrated on two decisive moves: the approval of the municipal budget for 2026 and the adjustment of the secretaries’ salaries.

The councilors included the 70% increase on the agenda for the last session of the year and concluded the vote at a rapid pace, without allowing public discussion in the plenary, despite the direct impact on the city’s accounts.

The project increased the salary of 16 municipal secretaries from 10,100 to 17,100 reais, producing an estimated monthly impact of 112,000 reais and 1.3 million reais annually on the local budget.

All 15 councilors voted in favor, concluding the analysis in less than two minutes and sealing the advancement of the proposal still in 2025, marking the transition from one legislative cycle to another.

Who Are The Authors Of The Project Approved By The Councilors

The initiative came from the Board itself.

The proposal is signed by the four councilors who make up the Board of the municipal legislature: President Cícero Melo from União Brasil, Gilberto Moraes Cardoso from PSB, José Martins Filho from PDT, and Valdemir dos Santos Oliveira from PL.

In the justification attached to the project, the councilors state that the review of the salaries does not represent a privilege, but a tool for legal and administrative adequacy, aligned with the responsibilities exercised by the municipal secretaries.

According to the text, the measure would be necessary to ensure consistency between responsibilities, remuneration, and what they classify as proper functioning of the local public administration.

The authors also argue that the adjustment helps to “align the salaries with the complexity, responsibility, and relevance of the functions performed by the Municipal Secretaries” and that this change would contribute to “valuing public service” and “attracting qualified professionals.”

Thus, the councilors try to frame the increase as a management policy and not as an immediate political benefit.

Impact Of The Increase On The Accounts Of Itapecerica Da Serra

According to the numbers presented, the increase approved by the councilors generates an addition of 112,000 reais per month to the payroll of the 16 municipal secretaries, resulting in a global impact of 1.3 million reais each year.

The new values will apply on the same baseline date as the other municipal servants, should the mayor sanction the project without vetoes.

This amount competes with other mandatory expenses in the budget of Itapecerica da Serra, in a scenario of typical pressures faced by municipalities in Greater São Paulo, such as costs with health, education, transportation, and urban maintenance.

By approving the adjustment in a lightning session, the councilors politically assume the permanent increase of this expense, in a context where there has been no detailed public debate in the very session that consolidated the decision.

History Of Attempts At Adjustments And Previous Resistance

According to the council itself, the municipal secretaries had not received a salary adjustment since 2018, which the authors of the project use as an argument to justify the 70% increase in 2025.

This seven-year interval without correction is presented as a sign of accumulated lag, to be compensated all at once with the new value.

However, this was not the first attempt to raise the salaries of the municipal executive’s top officials.

The previous year, Mayor Ramon Corsini attempted to grant a 48% increase through a decree.

In light of the negative backlash, the decree was revoked, and the measure was never consolidated, necessitating the search for another political path for the adjustment.

Now, the initiative formally comes from the Council, signed by councilors and submitted to the traditional legislative process.

Political Role Of The Councilors And Expectation For The Mayor’s Sanction

With the unanimous and swift approval, the councilors place themselves at the center of a decision sensitive from both a fiscal and political standpoint, as the 70% increase directly benefits the top tier of the Executive, subordinate to the mayor of the same party who presides over the Council.

The move occurs precisely in the last session of 2025, at a time when public attention is often more focused on year-end festivities than on legislative votes.

The next step depends on Mayor Ramon Pires Corsini’s sanction.

If he confirms the text without changes, the increase will take effect, and the municipal secretaries of Itapecerica da Serra will have the new salary of 17,100 reais in the next baseline date.

If the mayor chooses to veto the project, either totally or partially, the councilors will have to decide whether to uphold or override the veto in a new vote, which could reopen the debate on budget priorities and political responsibility for the adjustment.

While the municipal government assesses the impact and the political climate surrounding the measure, the manner in which the councilors approved the increase in less than two minutes and without discussion in the plenary tends to fuel questions about transparency, timing, and criteria for adjustments for the top tier, in contrast with the salary reality of the majority of the population.
