New international airport of ‘Orlando Brasileira’: 2.5 km runway, R$ 400 million in investments, and the name is already defined.

Project advances in Brasília and enters the PAC analysis while the tourist city seeks to expand air access and logistical structure to sustain accelerated growth of visitors and consolidate its position among the main destinations in the country.

The project for the future international airport in Olímpia, in the interior of São Paulo, has advanced another administrative step in Brasília and is now being analyzed for possible inclusion in the Growth Acceleration Program, the PAC.

The proposal was forwarded to the Special Secretariat of the program, linked to the Civil House, a move that places the project in the federal evaluation phase and reinforces the attempt to make the work viable with the participation of Infraero and the federal government.

Olímpia Airport enters the PAC analysis phase

The initiative is treated by the municipal administration as strategic for tourism and regional logistics.

In the configuration currently disclosed by the City Hall of Olímpia, the airport will have infrastructure for domestic and international flights, with a passenger terminal, aircraft parking, control tower, night lighting, and other operational areas.

The initial projected capacity is up to 1 million passengers per year, with the possibility of expansion according to demand behavior.

The name officially adopted by the city hall for the project is Northern Paulista International Airport.

In February 2024, the municipality reported that Infraero would be responsible for the implementation, administration, operation, and exploitation of the facility, after the definition of the federal modeling.

In October 2024, a decree from the Ministry of Ports and Airports formalized the assignment of airport management to the state-owned company.

Details of the runway and projected operational capacity

Although the title mentions a runway of 2.5 kilometers, the design publicly presented so far foresees 2,100 meters in length by 45 meters in width in the initial phase, with the possibility of future expansion to 2,500 meters.

This detail is central because it delineates the difference between the initially planned structure and the maximum capacity projected for later stages.

The same official presentation informs that the parking area will be about 200 meters and should allow the simultaneous taxiing of up to six aircraft the size of Boeing or Airbus models.

According to the city hall, the area designated for the airport is approximately 200 hectares and is located about 20 kilometers from the city center, with access via roads such as the Assis Chateaubriand Highway, the Municipal Road Diógenes Breda Filho, and the Natal Breda Vicinal.

The project has gone through other stages of regularization throughout the process.

In April 2025, the city hall reported that the future airport already had a defined CNPJ and ZIP code, which was treated locally as a documentary advancement for the preparation of the next phase.

Before that, the municipality had also announced the obtaining of a favorable opinion from Iphan for a new stage related to the implementation of the facility.

Estimated investment and uncertainties about values

The amount cited by the municipal administration in the most recent stage of processing is around R$ 400 million in initial investment.

This is the amount associated with the request for analysis within the PAC portfolio, according to the latest communications about the progress in Brasília.

In previous records, however, the city hall itself and other outlets mentioned different figures, such as R$ 500 million and also R$ 104 million linked to distinct phases or references of the project.

This difference in values requires caution because not always the communications make it clear whether they refer to the estimated global cost, to expected contributions in specific stages, or to resources already secured in previous budgetary documents.

The most recent data available in the official information from the municipality, however, is approximately R$ 400 million, associated with the movement of forwarding the project for evaluation in the PAC.

In practice, sending to the PAC does not mean immediate start of construction. The project still depends on priority analysis within the federal portfolio, confirmation of inclusion in the program, and administrative developments for bidding and contracting.

This point was highlighted by the city hall when informing that it will continue to monitor, along with the federal government, the next necessary phases to bring the airport to fruition.

Tourism growth pressures for a new airport

The defense of the airport is mainly based on the weight of local tourism.

Olímpia has consolidated a prominent position in the leisure sector in recent years, driven by water parks and the accelerated expansion of hospitality.

Data released by public agencies and entities linked to tourism indicate that the city receives about 4 million visitors per year, while the hotel network already exceeds 34 thousand beds, a number that continues to grow.

In 2023, the City Hall of Olímpia reported a record of 4.8 million visitors, a mark that helps explain the political pressure for the creation of its own air infrastructure.

The municipality was also classified in category “A” of the Brazilian Tourism Map, a seal reserved for destinations with the highest economic performance and tourist flow in the country.

In this context, the airport has been presented as a support piece for the expansion of an already consolidated hub.

In addition to the volume of tourists staying, the city receives a significant number of visitors in short-stay and day-use modalities, which increases traffic on the region’s road network.

The municipal management argues that an airport structure in Olímpia would reduce dependence on terminals in neighboring cities, expand the connectivity of the destination, and could favor both the arrival of passengers and the transport of cargo in future phases of the project.

Role of Infraero and institutional advancement of the project

In defending the advancement of the project, Mayor Geninho Zuliani stated that the fact that the airport is already under analysis in the PAC indicates recognition of the national relevance of the proposal for tourism.

The statement follows the line adopted by the local administration since the beginning of the current management, which has treated the airport as a structural work for Olímpia and northern São Paulo.

On the federal side, the most objective act already located is the decree from the Ministry of Ports and Airports published in October 2024, which assigned Infraero the implementation, administration, operation, and exploitation of the Olímpia airport.

This document does not represent the conclusion of the work nor the full release of resources, but formalizes the participation of the state-owned company in the project and provides an institutional basis for the subsequent processing.

From this set of stages, the airport remains in a decisive but still preparatory phase.

There is an official name, defined institutional modeling, initial runway and capacity parameters, in addition to forwarding for analysis in the PAC.

What is still lacking is the transformation of this sequence of administrative acts into an executive schedule of works, with confirmed resources and an effectively published notice.
