New Strict Rules for Tints and Windshields Transform Traffic Safety, Imposing Unprecedented Limits that Promise to Impact Drivers and Enforcement Across Brazil in an Unprecedented and Definitive Way.
Starting in May 2025, new regulations will come into effect across Brazil regarding the use of tints on vehicle windows, the famous window film, as well as the conditions of the windshield.
According to CONTRAN Resolution No. 960/2022, drivers who do not comply with the new limits may be fined R$ 195.23 and also receive 5 points on their driver’s license, in addition to the possible retention of the vehicle for regularization.
The measure aims to enhance traffic safety, ensuring greater visibility for drivers and preventing accidents.

The rule, which took effect in May 2025, consolidates and updates various rules that were previously scattered, promoting clarity and standardization for drivers, brokers, and enforcement agents.
According to the National Traffic Council (CONTRAN), the resolution establishes strict criteria for the application of tints, minimum transparency of windows, tolerance for cracks in the windshield, and prohibits reflective tints, as well as requiring official endorsement on allowed tints.

Limits for Cracks in the Windshield Are One of the Most Important Points of the New Rule.
Cracks or breaks in the windshield can significantly compromise safety, especially in critical visibility areas for the driver.
According to the resolution, in the 2.5 cm strips from the top, bottom, and sides of the windshield, any type of crack is expressly prohibited.
In the central area of the driver’s view, any damage that hinders visibility is not allowed.
However, the regulation allows technical tolerances for certain types of damage.
Up to two linear cracks of up to 10 cm each and round fractures, such as the “bullseye” or “star,” are permitted, provided they do not exceed 4 cm in diameter.
Localized damage outside critical areas is tolerated, as long as it does not compromise safety and the driver’s visibility.
If the vehicle has cracks or breaks above these limits, the driver incurs a serious offense, as outlined in Article 230, Section XVI of the Brazilian Traffic Code (CTB).
In addition to the fine, the driver will have 5 points added to their driver’s license, and the vehicle may be retained until the situation is regularized.
Regarding Window Film, What Has Changed?
The new resolution also clearly defines the minimum transparency that tints must respect to ensure adequate light transmission and avoid risks in traffic.
For the windshield and front side windows, the minimum allowed light transmittance is 70%.
For the rear side windows and the rear window, the minimum transparency is 28%.
Another fundamental point is the requirement for an indelible seal, a visible label on the outside of the tint that indicates the light transmission percentage.
Tints with a mirrored effect or that cause reflections are prohibited, as they can confuse other drivers and pedestrians.
Additionally, tints with bubbles in critical visibility areas are also considered irregular, potentially leading to fines and vehicle retention.

Enforcement Has Become More Strict and Technological.
Traffic agents use equipment to measure the light transmittance of the glass with the tint, in addition to visual inspections to check for the presence of the seal, bubbles, or irregular reflections.
According to experts, this control prevents abuses in the use of too-dark tints, which hinder visibility and increase the risk of accidents, especially at night.
In checkpoints or routine operations, drivers caught with irregularities receive fines and points on their license, in addition to vehicle retention until the issue is resolved.
How to Avoid Problems with the New Rule?
Before applying window film, it is essential to verify if the tint has official certification and the visible seal.
Avoiding very dark tints, even on rear windows, is a recommended measure to avoid risks.
Consulting a specialized company or professional can ensure that the application is within current regulations.
Regarding the windshield, it is important to conduct frequent inspections to detect cracks and breaks.
In case of damage that exceeds the allowed limits, the best course of action is to arrange for immediate replacement or repair.
Keeping windshield wipers in good condition and using them regularly helps preserve the integrity of the glass and safety during driving, especially on rainy days.

Why Is This Update to the Legislation So Important?
According to traffic safety experts, the driver’s visibility is one of the most critical factors in avoiding accidents.
Inadequate tints and damaged windshields can limit vision, hinder the perception of obstacles, and impair reaction in emergencies.
With the new regulation, it is expected to reduce accidents caused by poor visibility, increasing the protection of vehicle occupants and pedestrians.
Moreover, unifying the rules brings more transparency for drivers and facilitates enforcement, ensuring that the rules are applied uniformly across the country.
Have You Checked if Your Vehicle Complies with the New Rules for Window Film and Windshields?
Leave your opinion in the comments: do you think these changes will contribute to safer traffic or will they just be more bureaucracy for drivers?
