The federal government recently published changes to the Continuous Cash Benefit (BPC), aimed at stimulating employment among beneficiaries and making the maintenance of the benefit more flexible.

It was announced by Minister Wellington Dias in an interview during the program Good Morning, Minister, from the Brazilian Communication Company (EBC). The new rules will come into effect starting in October 2025, nationwide.

The concept is simple – to allow people with disabilities or the elderly entering the labor market to continue receiving part or all of the benefit.

The reason for the changes in the BPC lies in the desire to unite social assistance and productive inclusion, thus giving more dignity and autonomy to beneficiaries.

Changes to the BPC

The changes in the BPC are important as they redefine how the benefit operates in situations of employment and variable income.

According to the ministry, the employment factor will be encouraged: “We are working to stimulate the employment of BPC recipients. To guarantee this condition,” said Minister Wellington Dias.

In addition, the rules will now protect those who experience family income fluctuations, to avoid automatic loss of the benefit due to small financial adjustments.

Finally, the government points out that this helps reduce the burden of the benefit on public accounts and promotes economic inclusion.

With the changes in the BPC, the program will maintain payments if the per capita family income of the last month or the average of the last 12 months is equal to or less than ¼ of the minimum wage.

This means that even if the family has a slight temporary increase in income, the beneficiary will not automatically lose the right to the benefit — providing more security.

Automatic Conversion to Inclusion Assistance

Another change in the BPC is the automatic conversion to inclusion assistance when the beneficiary with a disability enters the labor market with a salary of up to two minimum wages.

This way, the beneficiary who starts working will not have to make a new request or wait, ensuring continuity of financial support while the person integrates into employment.

Incentives for Companies Hiring Beneficiaries

The changes in the BPC also include incentives for companies to hire people receiving the BPC, according to a report from a specialized outlet.

These incentives aim to expand participation in the labor market and reduce exclusive dependence on the assistance benefit.

Who Is Affected by the Changes in the BPC

The new program rules apply to two main target audiences:

  • Individuals aged 65 or older who lack means of subsistence and whose family has a per capita income equal to or less than ¼ of the minimum wage.
  • Individuals with disabilities of any age who cannot fully participate in society on an equal basis with others and who also meet the income criteria.
    With the changes in the BPC, both groups will have greater security in receiving benefits, even when entering the labor market or experiencing income fluctuations.

How Were These Measures Articulated?

The joint ordinance between the Ministry of Development and Social Assistance, Family and Combat to Hunger (MDS) and the National Institute of Social Security (INSS) officially established the changes in the BPC on October 14, 2025.

The minister made the announcement publicly on October 16, 2025, detailing that the new rule protects income variations and encourages employment.

Furthermore, the legal adjustments had already been anticipated since the end of 2024 and were operationalized through the now-published norms.

Expected Impacts of the Changes in the BPC

With the changes in the BPC, the government expects to slow the pace of new judicial concessions and contain the growth of uncontrolled payments.

On the other hand, including beneficiaries in formal employment may expand the base of workers with disabilities or the elderly, promoting greater economic participation.

For beneficiaries, the changes provide more financial security and the possibility of working with less fear of losing the benefit.

What Should the Beneficiary Do to Take Advantage of the Changes?

Those who receive or intend to apply for the BPC should keep their information updated in the CadÚnico (Unified Registry for Social Programs).

In addition, if they start working with a salary up to two minimum wages, they should inform the INSS so that the automatic conversion to inclusion assistance can be processed.

Finally, it is crucial to monitor any circulars or complementary ordinances that may detail specific procedures for maintaining the benefit.

The changes in the BPC mark a step forward in how social assistance benefits interact with the labor market and the reality of families experiencing income fluctuations.

By showing that it is possible to reconcile financial support with productive inclusion, the government advances towards making the BPC not just a support, but part of a cycle of inclusion.
