Benefits Review Program Will Reassess Assistance, Prioritize Those Who Need It Most and Identify Improper Payments
The new benefit approved by the Chamber of Deputies creates the Benefits Review Program, which is set to begin implementation in the coming months. The measure aims to reduce the waiting list in the SUS and speed up the analysis of pension and assistance benefits, while also combating fraud and improper payments.
According to the Federal Government, the focus is to ensure that resources reach those who truly need them, optimizing the use of the public budget and avoiding waste. The initiative is also expected to have positive effects on the health system, freeing up care for more urgent cases.
How the Program Will Work
The Benefits Review Program will prioritize the analysis of processes that have already exceeded 45 days or that have expired judicial deadlines. Among the planned actions are:

This review will be conducted by medical experts and social workers, who will receive a bonus to conduct more daily assessments.
Impact on INSS and SUS Waiting Lists
With the financial incentive, it is expected that medical experts will be able to conduct more assessments per day, reducing the wait for the granting of benefits. This means that workers on leave or applicants for assistance may have their requests analyzed in less time.
The program also provides for extraordinary assessments, outside regular hours, in places where there is no regular offer of assessments. This includes cases with a wait time exceeding 30 days or with expired judicial deadlines.
By reducing the backlog of processes in the INSS, the Government believes it will be possible to ease the burden on other sectors of public service, especially in the Unified Health System (SUS).
Urgency of the Measure
Currently, more than 2 million people are waiting in line at the INSS, many of whom are without income or adequate access to medical care. With the new program, the expectation is that the waiting list will be gradually reduced and that social assistance will be more agile and efficient.
