Minister Esther Dweck confirmed that a new public competition notice for Ibama is expected to be published soon.
Esther Dweck, the Minister of Management and Innovation in Public Services, has reiterated the opening of a competition for the Brazilian Institute of Environment and Renewable Natural Resources (Ibama), with an estimate of providing 2,400 positions for analysts. This information was shared during a recent appearance on the program Brazil in Focus, by Empresa Brasil de Comunicação (EBC), aired last Sunday (July 9), where the Minister confirmed that the approval for the notice is imminent.
Strengthening IBAMA Is a Priority of the Federal Government
The concern for strengthening Ibama, a crucial institution for maintaining the ecological balance of the country, is shared by President Luiz Inácio Lula da Silva and his Government. On the occasion of the announcement of 4,000 vacancies for federal competitions in June, the president questioned the Minister about the inclusion of Ibama and the careers of social policy analysts.
The Minister was open to such inquiries and assured that these two areas will be addressed soon. Even with a current competition for Ibama, the Minister guarantees the implementation of a new one.

Prerequisites for a New Competition for IBAMA
However, before the authorization of a new notice, there are obligations to be fulfilled. Initially, it is essential that the federal government calls 257 excess candidates from the last selection held in 2021, which comprised 24 administrative analysts, 100 environmental analysts, and 133 environmental technicians.
Gustavo Henrique Moreira Alvares da Silva, director of Planning, Administration, and Logistics at Ibama, clarifies: “The legislation is clear: we can only open a new competition when there are no pending approved candidates from the previous selection. Therefore, the plan is to call the 257 excess candidates to subsequently move forward with the organization of the new competition.”
Transformation of Positions at IBAMA
Another measure under consideration is the transformation of 1,174 vacant positions for administrative technicians (high school level) into 379 for administrative analysts (higher education level) and 159 for environmental analysts (higher education level), without the need for additional resources.
“The intention is to restructure this volume of positions to achieve the 2,400 positions for analysts,” explained Gustavo. The transformation of these positions, which requires a presidential decree and from Minister Esther Dweck, is a necessary step before opening the new competition.
Thus, to conduct the new competition, it is necessary first to call the excess candidates from the previous selection and transform the positions. With the federal government’s significant concern for the Environmental area, the expectation is that these actions will be completed quickly, still in 2023.
IBAMA Seeks Approval for 2,400 New Positions in Public Competition
Ibama has requested the opening of a new competition with 2,400 positions. Of these, 900 are for administrative analysts and 1,500 for environmental analysts. Both positions require a degree in any field and offer an initial salary of R$10,000, in addition to benefits.
The positions at the high school level were not included in the request due to the last selection that offered over 400 vacancies for environmental technicians, as explained by director Gustavo: “We have made a request now for higher education positions because many vacancies for environmental technicians were opened in the previous competition, which has been very helpful. Thus, we believe it is time to strengthen the higher education positions.”
An internal committee at Ibama is already working on the exam syllabus and the distribution of the workforce. The competition will be national in scope, with the possibility of working in all 27 federative units. It is worth noting the need for professionals in the Amazon region, although this demand does not exclude other states. Ibama has a significant need for staff across all federative units.
