On December 15, 2025, the Lula government finalizes the details of the New Desenrola for Micro and Small Businesses, a debt renegotiation program designed to clear overdue debts of micro and small businesses with difficulty accessing cheap credit and a history of default.

The proposal foresees a cheap credit line with an interest rate of 1.53 percent per month, payment in up to 60 months, and the use of a digital platform to organize discount auctions between creditors and debtors, directing the New Desenrola for micro and small businesses especially for micro and small businesses with old debts and financing barriers in 2026.

How The New Desenrola for Micro and Small Businesses Will Work

The New Desenrola for Micro and Small Businesses was designed as a program specifically targeted at the universe of smaller businesses, including microenterprises, small enterprises, and individual micro-entrepreneurs.

The proposal is to create a structured environment to renegotiate debts in default, with more favorable conditions than those of current market lines.

The foundation of the program is a digital platform where creditors and debtors can register debts, participate in discount auctions, and finalize agreements.

The central objective is to allow companies with a history of delays to resume payments, clear overdue liabilities, and recover credit capacity in a 2026 election year, when the survival of small businesses is politically sensitive.

Interest Rate of 1.53 Percent per Month, Term of 60 Months, and Grace Period

According to the draft in discussion, credit operations of the New Desenrola for Micro and Small Businesses will have an interest rate of 1.53 percent per month, which corresponds to approximately 20 percent per year.

Compared to the cost normally faced by micro and small businesses in the market, this rate is considered relatively low, especially for those in default and with restrictions.

Contracts can be paid in up to 60 months, with a two-month grace period before the effective start of payments.

The combination of lower interest, extended terms, and grace periods aims to reduce the monthly payment and make it viable to regularize debts that have often been put off and forgotten in the accounts, but continue to inhibit access to credit and suppliers.

Who Can Join and Which Debts Enter the Renegotiation

On the debtor side, only smaller businesses will be able to access the platform.

It will include microenterprises, small businesses, and individual micro-entrepreneurs, focusing on debts of those facing the most difficulty in financing in the traditional system.

The idea is for the program to work as a kind of filter, reserving special conditions for this audience.

Eligible debts are not limited to bank credit.

Included will be service debts, credit card bills, and other overdue obligations, as long as they are in default and accepted by creditors within the auction rules.

This way, the program aims to clear debts spread across different creditors, and not just those recorded in the financial system.

Auction on a Digital Platform and The Role of Creditors

On the creditor side, the platform of the New Desenrola for Micro and Small Businesses will be accessible to companies of all sizes, including large companies with significant overdue credit portfolios.

The logic is for each creditor to present minimum discounts they are willing to grant to receive the amounts owed.

The auctions will be held in lots organized by sector and debt term, allowing for comparisons of offers among similar creditors.

In the event of a tie in the discounts offered, smaller companies will have priority in closing the agreement, which seeks to stimulate the participation of small creditors without excluding large groups that concentrate a significant part of the default.

Direct Negotiation Without Banking Financing

In addition to the credit line backed by the FGO, the platform of the New Desenrola for Micro and Small Businesses should also allow for direct negotiation between creditors and debtors, without banking financing.

In this model, the debtor company pays directly to the creditor, under the terms agreed upon on the platform, which can expand the reach of the program beyond the volume of credit planned in the budget.

This functionality is seen as a way to multiply the effect of the auctions, since not all agreements will depend on financed credit.

For the government, this design reduces the use of public resources while providing an organized channel for companies to negotiate discounts and terms directly with those holding the debt.

Differences Compared to The Original Desenrola Brasil

The current design of the New Desenrola for Micro and Small Businesses follows the logic of the Desenrola Brasil, launched in 2023, but with a more restricted scope.

The original program reached 15 million people, with R$ 53.2 billion in negotiated debts, and reached different income brackets and types of debt for individuals.

After this cycle focused on families, the government launched a version for smaller businesses, but focused only on debts with financial institutions.

Now, the proposal is to cover all types of delinquent debts, even if on a smaller financial scale.

The potential audience is estimated to be around 23 million people, including individual micro-entrepreneurs, micro and small businesses, but the current version of the program is described as more modest in volume, though still relevant for alleviating cash flow in 2026.

Volume of Credit, FGO, and Program Limits in 2026

The planned financing volume, between R$ 1.7 and R$ 1.8 billion, will be protected by the FGO, which reduces the risk for banks granting credit under the rules of the New Desenrola for Micro and Small Businesses.

In exchange for this protection, the government expects that financial institutions will accept lower interest rates and longer terms than those practiced outside the program.

Despite this funding, the official formulation itself acknowledges that the new program will be much more modest than the 2023 Desenrola Brasil.

The main focus is to offer a temporary breather in an election year, opening space for a portion of micro and small businesses to regularize old debts, recover access to credit, and manage to navigate through 2026 with some financial leeway.

Given this design, the effectiveness of the program will depend on the participation of creditors in the auctions, the ability of companies to honor the new installments, and the government’s willingness to adjust parameters if demand exceeds the volume initially envisioned.

In a scenario of political competition and strong attention to public spending, any expansion of the New Desenrola for Micro and Small Businesses will need to be calibrated with the fiscal impact.
