The Offshore Airspace in the Santos Basin Was Inaugurated by DECEA – Department of Airspace Control
Last week, the Department of Airspace Control (DECEA) initiated the first phase of a project specifically dedicated to air operations in the oil platform region of the Santos Basin. Part of the project “Improvement of Air Navigation Services in Oil Basins – Ocean Areas – PFF-008” of the Sirius Brazil Program, Phase 1 of the project delivers a series of benefits to users in the region. Details About the Inauguration of the Offshore Airspace
On the occasion, the inaugural flight of the aircraft PR-BGN, from CHC Táxi Aéreo, was welcomed into the new offshore airspace by Second Sergeant Jhonathan Gabriel de Oliveira Pinheiro, air traffic controller for the Rio de Janeiro Approach Control (APP-RJ): “from this moment on, the first phase of Project PFF-008 of the Sirius Brazil Program is being implemented.
Phase 1 of the project will increase operational safety and situational awareness among offshore flights, through the use of the special aeronautical chart of the Santos Basin and the availability of three frequencies for self-coordination in the region. Upon entering the DILBIL gate, your aircraft will be the first to use the RNAV routing concept for VFR offshore navigation in the Santos Basin,” he announced over the radio.

Services to Be Executed in the Airspace in the Santos Basin
Among the goals of the initiative are the enhancement of operational safety and the structuring of the airspace in the Santos Oil Basin, using modern air circulation techniques to meet the increasing offshore demand and develop this strategic area of the Brazilian pre-salt.
Initially, a preliminary analysis of the demands for offshore air navigation services in the region, carried out by DECEA teams, identified the industry’s and operators’ needs. Among others, the establishment of navigation through aeronautical charts. With the already high number of air movements, it became essential to organize these traffics in the short term to provide more safety to operations.
Similarly, taking into account the most active airports in this type of offshore operation (Cabo Frio and Jacarepaguá airports) and the main maritime units (about 100 platforms), special aeronautical charts were created to improve pilots’ situational awareness and reduce the incidence of conflicts, especially those with opposing headings, where the pilot has less time to make decisions. To assure separation between aircraft during this first phase in the offshore airspace, in the Santos Basin, where there is still no complete aeronautical communication infrastructure, specific altitudes will be established for flight operations.

Petrobras reports that it has signed a letter of intent with SBM Offshore for the chartering and provision of services for the FPSO – Floating Production Storage and Offloading Unit Almirante Tamandaré, to be installed at the Búzios field, located in the pre-salt of the Santos Basin.
According to Petrobras, this unit will be the sixth in the system to be installed in the offshore asset of Búzios and will have a processing capacity of 225,000 barrels of oil and 12 million m³ of gas per day. The chartering and service contracts will last for 26 years and 3 months, counted from the final acceptance of the unit, expected in 2024.
