New INSS Program Promises To Reduce Wait Time. Provisional Measure Establishes The Benefit Management Program, Which Prioritizes Overdue Cases And Ensures Faster Benefit Analysis

The Senate approved Provisional Measure 1,296/2025, already validated by the Chamber of Deputies, which creates the new INSS program aimed at reducing the backlog of processes and speeding up the granting of benefits. The proposal, called Benefit Management Program (PGB), is set to go for presidential sanction and is expected to change the routine of millions of Brazilians waiting for assistance.

The new INSS program establishes priority for cases pending for over 45 days and processes that have already exceeded judicial deadlines, in addition to reinforcing the conduct of social assessments of the Continuous Cash Benefit (BPC). The goal is to ensure greater agility, accuracy, and transparency in the granting of retirement and assistance benefits.

What Are The Guidelines Of The New INSS Program?

The new INSS program is based on three pillars: agility, transparency, and humanization. Pending cases will have absolute priority, with detailed analyses and real-time monitoring.

Furthermore, the program values humanized service, ensuring that beneficiaries receive dignified treatment throughout the process. Digital tools and monitoring platforms will be integrated, allowing beneficiaries to know exactly at which stage their request is.

What Changes In Examinations And Documentary Analyses?

One of the biggest innovations of the new INSS program is the expansion of medical examinations in units that had no such service. Additionally, extra examinations will be conducted in regions with wait times exceeding 30 days, reducing historical bottlenecks in the system.

Another point is the possibility of documentary analyses outside standard hours, without hindering scheduled service. This measure speeds up the flow and reduces the backlog of old processes, making the system more efficient.

What Incentives Will Servers Receive?

To ensure engagement, the new INSS program provides for financial bonuses for extra activities: R$ 68 for Social Security Career servers and R$ 75 for federal medical experts.

This policy aims to value additional effort and prevent staff turnover. Teams in high-demand regions may also receive cumulative bonuses, encouraging greater productivity.

How Long Will The New INSS Program Last?

The new INSS program will have an initial duration of 12 months, which may be extended until December 31, 2026. The regulation will be carried out jointly by the ministries of Social Security, Management and Innovation in Public Services, and the Civil House.

During its implementation, there will be continuous monitoring and periodic reports to address failures and ensure efficiency. This will allow the program to be improved and even transformed into a permanent public policy.

What Benefits Will The Citizen Perceive?

For the population, the new INSS program means less waiting and more predictability. Delayed processes will be resolved with priority, and the service capacity is expected to grow.

BPC beneficiaries will have their social assessments expedited, reducing bureaucracy. Greater transparency and humanization are also among the gains, which tends to increase public confidence in INSS services.

Monitoring And Future Perspectives

The effectiveness of the new INSS program will be measured by indicators such as average analysis time, volume of benefits granted, and rework rate. These data will be disclosed in regular reports, allowing for social control and quick corrections.

Experts point out that, if successful, the PGB could serve as a model for other areas of public service. The challenge, however, is to maintain resources, train staff, and integrate technologies on a large scale.

The new INSS program is born as an urgent response to the queues and historic slowness of the social security system. By combining technology, financial incentives, and humanized service, the proposal aims to transform the experience of those relying on benefits.
