The location at Mount Weather, Virginia, was chosen for its solid rock geology and its proximity to an Army base. Construction, codenamed “Operation High Point”, began in the 1950s and transformed the mountain into an underground city, completed in 1959 to serve as the main shelter for the Executive Branch.

The security of Mount Weather is legendary and based on multiple layers of defense. The complex is divided into two areas: Area A, on the surface, which houses FEMA training facilities; and Area B, the heart and secret underground of the fortress.
