In June 2025, construction began on the largest energy transmission project in Brazil, a continental-scale undertaking that promises to reshape the national energy matrix. Known as Bipolo Graça Aranha-Silvânia, the project is led by State Grid Brazil Holding (SGBH) and represents a strategic pillar for the country’s energy transition, connecting the renewable generation potential of the Northeast to major consumer centers.

The venture, won in a historic auction, is the government’s response to a critical bottleneck in the National Interconnected System (SIN). Its construction is seen as essential to enable the expansion of wind and solar sources and ensure the energy security of Brazil in the coming decades.

The Historic Auction Of 2023 And The Victory Of State Grid

The project was Lot 1 of Transmission Auction No. 2/2023, held by the National Electric Energy Agency (ANEEL) on December 15, 2023, at B3 headquarters in São Paulo. The auction was the largest in Brazil’s history in terms of investment volume, contracting a total of R$ 21.7 billion.

The State Grid, a subsidiary of the Chinese state-owned enterprise, won the lot with an Allowed Annual Revenue (RAP) offer of R$ 1.936 billion, representing a 39.9% discount from the maximum value. The proposal was considered solid, reflecting the company’s technical expertise and financial capacity, which already has experience with similar projects in Brazil, such as the Belo Monte lines.

The scale of the Bipolo Graça Aranha-Silvânia is superlative in all metrics. The official investment estimated by ANEEL at the auction was R$ 18.1 billion. However, by June 2025, at the start of construction, the total investment value was already reported at R$ 23 billion, a variation that reflects financing costs, inflation, and project detailing.

The infrastructure consists of a transmission line of approximately 1,468 km in length. It will utilize Ultra-High Voltage Direct Current (UHVDC) technology of ±800 kV, ideal for transporting large blocks of energy over long distances with minimal losses.

Ending Waste Of Clean Energy In The Northeast

The main justification for the largest energy transmission project in Brazil is to solve a growing problem: curtailment, or reduction of generation. The boom in wind and solar energy in the Northeast has exceeded the grid’s capacity to transmit all the electricity produced. As a result, clean plants are forced to shut down, leading to waste.

The bipole will function as a “superhighway” for electricity, with the capacity to transport 5,000 MW of energy, enough to serve around 12 million people. It will ensure that the clean and low-cost energy from the Northeast is effectively integrated into the national system, strengthening the country’s energy security.

A Giant Under Construction, The Challenge Of Crossing 3 States And 41 Cities

The execution of the project is a regulatory and environmental marathon. The completion deadline of 72 months (6 years), granted by ANEEL, is the longest in the agency’s history, reflecting the complexity of the construction.

Environmental licensing is conducted by IBAMA and involves several other agencies such as IPHAN and INCRA. The line will cross 41 municipalities in the states of Maranhão, Tocantins, and Goiás. To achieve this, State Grid will need to establish administrative servitude over an area of more than 15,000 hectares, negotiating the right of way with thousands of property owners.

The Timeline Until 2030 And Funding From The BRICS Bank

Construction of the largest energy transmission project in Brazil officially began at the end of June 2025, with the groundbreaking ceremony for the converter station in Silvânia (GO). The system is expected to be operational by 2030.

To finance such a large-scale project, State Grid will rely on support from the New Development Bank (NDB), known as the BRICS Bank. The participation of the multilateral institution reinforces economic and technological cooperation between Brazil and China for the execution of a vital infrastructure project for the future of the country.
