Arnaldo Jardim Proposes Inclusion of The Regulation of Biogas and Biomethane

The leadership of the companies Cosan, Comgás and Compass is undergoing changes. Congressman Arnaldo Jardim, responsible for PL 4516/23, announced that he is committed to including the regulation of biogas and biomethane in his report. In a video sent to participants of the 10th Biogas Forum, in São Paulo, the legislator explained that he is negotiating with the party leadership and the government to integrate the regulation of biogas and biomethane into the text of the Fuel of The Future.

The sector was left out of the proposal sent by the government in September and has since been actively working to ensure that its demands are met in a future national incentive policy. One of the main demands is the implementation of a mandate for the use of biogas, which would establish a gradual blending requirement with natural gas.

Meeting Between Lula and Equinor To Discuss Tax Reform and Investments in Renewables – On Tuesday, Lula met with representatives of Equinor to discuss tax reform and possible investments in the renewable energy sector. The president of Equinor Brazil, Verônica Coelho, also attended the meeting.

Last week, the Senate approved a tax reform that includes the creation of a new tax, with a rate of up to 1%, on oil. The bill has now been sent back to the Chamber of Deputies for review.

President of Shell in Brasília To Discuss Tax Reform. Cristiano Pinto da Costa, president of Shell Brazil, held meetings in Brasília with authorities from the Executive and Legislative branches to address issues such as tax reform, investments in research, and other matters related to the oil sector.

The executive expressed concern about the possibility of a selective tax of 1% being applied to extractive activities, including the oil and gas sector, as part of the Tax Reform.

IBP’s Opposition to The New Tax. The Brazilian Institute of Oil and Gas (IBP) warned that the implementation of the new tax could result in an annual financial impact of R$ 5.5 billion, considering the consumption of diesel and gasoline in Brazil.

Impact of The Estimated Selective Tax on The Industrial Sector

According to the institute, the forecast of a Selective Tax goes against the government’s initiatives, such as the “Gas to Employ” and “Gas for Industry” programs, which seek to increase the competitiveness of a vital input for the growth and decarbonization of the industrial sector.

Stability of The Oil. The price of WTI oil for December remained stable at US$ 78.26 per barrel, while Brent for January 2024 closed with a slight decrease of 0.06% (US$ 0.05), at US$ 82.47 per barrel.

ExxonMobil has begun production at its third oil field in Guyana, called Payara, located in the Stabroek block. The FPSO Prosperity has a production capacity of 220,000 barrels per day, which will increase the company’s production to 620,000 barrels per day in the country. ExxonMobil expects to produce over 1.2 million barrels per day in Stabroek by the end of 2027.

Eneva conducted the first LNG storage operation at the regasification terminal in Sergipe, in partnership with Qatar Energy. The contract provides for the storage of 152,000 m3 of LNG for up to six months, until March 2024.

Unigel has temporarily suspended the prior notice to workers at the fertilizer factory in Camaçari (BA) and plans to resume operations soon. The company continues to negotiate with Petrobras to enable the operation of Unigel Agro Bahia and is confident in finding a satisfactory solution for both parties.

Raízen Bets on Hybrids as a More Advantageous Option Compared to Electric Cars, Says CEO of The Company

The CEO of Raízen, Ricardo Mussa, highlighted the company’s preference for hybrid cars instead of electric cars, emphasizing that Brazil does not have the same predisposition to adopt electric vehicles as presented by other countries. According to Mussa, hybrids are a more intelligent option for the Brazilian market, as they meet urban mobility and sustainability needs without relying entirely on the electric charging infrastructure.

The CEO also addressed the federal government’s decision to gradually increase the import tax on electric cars, starting at 10% and reaching 35% in July 2026. This measure may further influence Raízen‘s preference for hybrid vehicles over electric cars.

Brazil plans to impose taxes again on the import of electric cars, raising questions about the reasons behind this decision. Meanwhile, Raízen is heavily investing in 2G ethanol, with plans to meet the growing demand for biofuels. According to Mussa, the company has four 2G ethanol plants under construction and two already announced projects, with two plants scheduled to begin operations by 2024. In addition, the company is building the largest 2G ethanol plant in the world, the Bonfim Bioenergy Park, located in the city of Guariba (SP).

Recent leadership changes in the companies of the Cosan group were announced. Starting in January, a new CEO will take office at Cosan, replacing Luis Henrique Guimarães, who will remain on the company’s boards, as well as in the companies Moove, Compass, and Vale.

Antonio Simões Rodrigues Júnior, current president of Comgás, will assume the position of CEO at Compass. And Felipe Ferreira Guimarães Figueiredo, current Operations Director at Raízen, will be the new leader of Comgás.

The rise in temperatures and record energy consumption caused an instantaneous demand for load that exceeded 100 GW for the first time in history, according to the National Electric System Operator (ONS).

On September 26 of this year, a level of 101,475 megawatts (MW) was recorded at 2:20 PM.

Additionally, there is a public consultation on the proposed budget of R$ 37.2 billion for the Energy Development Account (CDE) in 2024, representing an increase of 6.2% compared to this year.

Largest Budget in The Last 11 Years Under Review

The budget in question, if approved, will be the largest in the last 11 years, bringing significant impacts to the electric sector. The CDE, the entity responsible for managing subsidies in the electric sector, includes various incentives, such as renewable energy sources, fuel purchases for thermoelectric plants, distributed generation, the Light for All program, and social tariff, demonstrating the breadth and importance of the budget under discussion.
