The Delivery Forecast of the Plant in Macaé Was for the Day 01/01/2023, but That Is Not What Happened. Understand:
According to the contract signed between the Marlim Azul thermoelectric plant and the pre-salt plant, a new plant financed by BNDES (valued at R$ 2.5 billion) in Macaé (RJ) was supposed to start generating energy on the 1st of this year. However, the plans were thwarted, as the plant was not delivered on time, according to Estadão.
The planning to complete the project for the plant was carried out with the creation of a consortium of Mitsubishi Hitachi with Pátria Investimentos and Shell, with construction starting in July 2020. In addition to the partners, the plant in Macaé, Rio de Janeiro, was financed by BNDES.
The Macaé plant has a generation capacity of 565 megawatts with just one turbine, enough to supply power to just over 2 million households. Furthermore, this plant was the only one to date that won a bid to explore gas from the Brazilian pre-salt.

Delays in the Plant Works
Delays in the construction of the new plant began during the Covid-19 pandemic, which, according to Marlim Azul Energia, pushed the schedule for the implementation of the plant back by 206 days. According to the balance conducted, all lockdowns, city closures and so on hindered the launch of the new plant.
Thus, the significant delay in the startup of the new plant in Macaé (RJ) rescheduled its activities to begin only on July 25. Sources from Estadão say that in May 2022, the company requested ANEEL for an extension for the delivery of the plant in RJ. The argument used by the company was that the pandemic delayed the delivery of the plant excessively.
Analyzing the company’s justification, ANEEL concluded that the argument presented does not match reality, since, in their view, the delay is related to internal issues within the company itself, involving contracts and changes.
Justification from Marlim Azul Energia
In light of ANEEL’s denial, the company presented other arguments justifying the delay in the delivery of the Macaé plant, thus requesting a review of the process. The material is under review and results have not yet been disclosed.
The solution for Marlim was then to acquire a plant for energy generation, thus attempting to honor commitments to energy distributors. Currently, the plant is 96% completed and has 900 employees active.
