Operation in Alagoas Investigates Misappropriation of SUS Funds

Operation Stage IV Investigates Misappropriation of SUS Funds and Money Laundering in Public Health Contracts in Alagoas.

The Operation Stage IV executed 38 search and seizure warrants authorized by the Federal Regional Court of the 5th Region (TRF-5).

Additionally, the courts ordered the suspension of a state public servant for 180 days and the seizure of high-value assets, such as real estate and vehicles.

According to the Federal Police, the investigation identified signs of corruption in public health associated with emergency contracts signed by the Health Department of Alagoas between 2023 and 2025.

These direct contracts primarily involved a supplier of hospital materials and a construction company.

The total value of the contracts amounts to nearly R$ 100 million. A significant portion of these funds is still in the execution phase, which increases the relevance and urgency of the investigation. 

Misappropriation of SUS Funds in Suspicious Reimbursements

In addition to the emergency contracts, the Operation Stage IV is investigating a parallel scheme of misappropriation of SUS funds through reimbursements deemed fraudulent.

The Federal Police points out that more than R$ 18 million may have been improperly paid for consultations and medical procedures that were, in fact, not performed.

These payments occurred between September 2023 and August 2025 and were made by the Health Department of Alagoas itself.

In some cases, the benefited clinics received reimbursement amounts incompatible with their operational capacity.

One of the examples cited by investigators involves physical therapy procedures.

According to the investigation, the volume of reported treatments significantly exceeded the physical structure and the number of professionals available at the involved private clinic.

Money Laundering and Concealment of Assets

The investigation also revealed strong indications of money laundering.

According to the Federal Police, members of the criminal group received the diverted funds from SUS through bank transfers, cash withdrawals, and indirect payments.

To conceal the illegal origin of the money, the investigated individuals used intermediaries, known as “fronts,” mainly in the acquisition of real estate.

Among the assets investigated is an inn located in Porto de Pedras, on the North Coast of Alagoas.

The individuals investigated purchased the property in 2023 for R$ 5.7 million, allegedly with money paid by businessmen benefiting from the criminal scheme.

Furthermore, the Federal Police asserts that the individuals used part of the money to cover international travel and personal expenses.

Seizures and Support from Oversight Agencies

During the execution of the Operation Stage IV warrants, agents seized a large amount of cash, both in national and foreign currency.

The operation mobilized around 170 federal police officers and 26 auditors, also receiving support from the Office of the Comptroller General (CGU), the Federal Revenue Service, and the National Audit Department of SUS (Denasus).

The joint action underscores the severity of the case and the complexity of the investigated frauds.

Why the Name Operation Stage IV

The name Operation Stage IV refers to the most advanced stage of some types of cancer.

According to the Federal Police, the designation symbolizes the severity and harmful impact of the investigated actions on the public health system in Alagoas.

Therefore, for the investigators, the scheme compromised essential resources intended for the care of the population, exacerbating the social damage caused by corruption in public health.

What the Government of Alagoas Says

In a statement sent to g1, the State Communication Secretariat informed that Governor Paulo Dantas ordered the creation of a special commission to monitor the case.

Thus, the Chief Secretary of the Civil House, the Office of the Comptroller General of the State, and the State Attorney General are part of the group.

“The Government of Alagoas reaffirms that it does not condone any type of irregularity, especially when it involves public resources allocated to health, being transparent and unrestricted with the Federal Police, the Public Ministry, and other oversight and regulatory agencies”, stated the note.

Thus, according to the official communication, all activities of the Health Department of Alagoas continue to operate normally, without detriment to the care of the population.

“Public health care, in all units and programs, is fully maintained and will continue to be monitored rigorously”, concluded the government.
