The SPR was not born out of a plan, but from panic. It was a direct response to the 1973-74 oil crisis when an embargo imposed by Arab nations left the American economy on its knees and drivers in endless lines at gas stations. To never again be held hostage to supply crises, the U.S. Congress passed, on December 22, 1975, the law that created the reserve.

The goal was clear: to create an emergency stockpile of barrels of oil to reduce the impact of future supply disruptions and fulfill U.S. obligations to the International Energy Agency (IEA). The first delivery of oil occurred on July 21, 1977, and the reserve peaked in 2010, with 726.6 million barrels.
The Engineering of a Fortress: How Salt Caverns Work for Storing Oil
The choice to store barrels of oil in underground salt caverns was an engineering and economic decision. The method is up to 10 times cheaper than surface tanks. The sites, located along the Gulf Coast of Texas and Louisiana, were chosen for their proximity to refineries and ports.
The SPR consists of 60 salt caverns created by a process of “solution mining”: fresh water is pumped under high pressure into the salt dome, dissolving it like sugar in a glass of water. The resulting brine is then pumped out, leaving behind a giant and secure cavern. A typical cavern is so large that the Willis Tower in Chicago could fit inside it. To extract the oil, water is injected at the bottom of the cavern; since the oil is lighter, it floats and is pushed to the surface.
When the Reserve Is Used: From Wars to Hurricanes
Since its inception, the reserve of barrels of oil has been used in four major emergencies to stabilize the markets:
Operation Desert Storm (1991): during the Gulf War, to calm the market.
Hurricane Katrina (2005): to compensate for the production halt in the Gulf Coast.
Libyan Civil War (2011): in a coordinated action with the IEA to avoid a global price shock.
Russian Invasion of Ukraine (2022): the largest release in history, a geopolitical maneuver to combat rising energy prices and reduce Russia’s war revenue.
In addition to emergencies, Congress has also authorized sales to fund other government priorities, turning the reserve into a “piggy bank” for the federal government.
The Cycle 2022-2025: The Largest Release in History and the Strategy of “Sell High, Buy Low”
The management of the SPR has changed paradigms in recent years. In response to the war in Ukraine, the Biden administration authorized the release of 180 million barrels of oil. This action was credited with reducing gasoline prices in the U.S.
This sale was executed at an average strategic price of US$ 95 per barrel. In a masterful market maneuver, when global prices fell, the government began repurchasing at an average price of only US$ 75 per barrel, generating profit for the public coffers. This “sell high, buy low” maneuver was seen as financially successful. However, the releases brought the stock to its lowest level in 40 years. In March 2025, the inventory was 396.7 million barrels, partially recovered, but still far from the maximum capacity of 714 million barrels.
The Future of the Reserve in 2025: Political Debate and the Energy Transition
The future of the barrels of oil stored in underground salt caverns is an intense political debate in the U.S. The Trump administration, which took office in 2025, declared its intention to refill the reserve to its maximum capacity, viewing it as a strategic fortress for major emergencies.
However, there is a debate about the ideal size of the reserve, now that the U.S. is a major oil exporter. Meanwhile, a new and bold idea gains traction in the context of the energy transition: transform the infrastructure of the reserve. The immense salt caverns, perfect for storing green hydrogen, could convert the oil fortress into a stronghold of clean energy, ensuring that America’s strategic power continues, regardless of the fuel that powers the world.

Meu amigo quem mantém o Brasil subdesenvolvido não é o EUA, e o próprio governo que ao invés de empurrar as pessoas para o estudo e trabalho (fora da área de serviço) o governo mantém as pessoas presas a assistencialismo barato e condenando assim o país a miséria com a desculpa que esses programas tiram as pessoas desse patamar, que já foi amplamente comprovado que é um equívoco manter programas assistenciais dessa forma. E antes que me esqueça o PT também foi o criador dos programas do Fies e ProUni, inclusive minha filha mais velha estudou odontologia através do ProUni sem eu precisar gastar um real sequer na melhor faculdade particular do Estado, sendo a 1ª colocada na turma dela e oradora da colação de grau.
