In Paulo Lopes, In Greater Florianópolis, R$ 100 Million Package on BR-101 Gathers Marginals, Overpasses, Roundabouts, Access Ramps, and Expanded Bridge to Organize Local Traffic, Reduce Historical Queues, Increase Safety, and Shorten Trips for Trucks and Tourists to the Beaches of Santa Catarina by 2026 with Less Daily Stress for Local Drivers

The municipality of Paulo Lopes, in Greater Florianópolis, is undergoing a transformation in the main road connection in the South of the country, driven by a package of R$ 100 million on BR-101 South in Santa Catarina. The set of interventions directly targets historical bottlenecks on BR-101 in SC, combining capacity, access, and safety works to accommodate the growth of trucks, passenger cars, and tourists heading to the coast and to Rio Grande do Sul.

Throughout 2025 and 2026, the deliveries of the R$ 100 million package on BR-101 will focus on Paulo Lopes, concentrating on marginal roads, overpasses, bridge widening, new access ramps, and roundabouts. The ViaCosteira concessionaire projects that, by the end of the main works, the segment will have a more predictable flow, fewer bottleneck points, and a clearer separation between local traffic and long-distance travel, reducing travel time and accident risk.

Package Concentrates Works in Paulo Lopes Between 2025 and 2026

R$ 100 Million Package on BR-101 in Paulo Lopes Creates Marginals and Overpasses, Organizes Truck Access, and Reduces Bottlenecks in the Region.

BR-101 in Paulo Lopes is known for its intense flow of cargo vehicles, passenger cars, and tourist buses heading towards the coastal region of Santa Catarina and Rio Grande do Sul.

In this context, the R$ 100 million package on BR-101 has become the main bet to reorganize the stretch, with interventions planned mainly for the 2025–2026 biennium.

ViaCosteira, the concessionaire responsible for the segment, has structured a set of works aimed at mobility and road safety.

Among the main fronts are the construction of 2.2 kilometers of marginal roads, the widening of a strategic bridge, the implementation of new access ramps and exits, roundabouts at conflict points, and two urban overpasses connecting neighborhoods separated by the road.

These interventions focus on points deemed critical on BR-101 in Santa Catarina, where today queues, improvised returns, and level crossings mix local traffic with intense long-distance flow.

The logic of the package is simple: remove slow and unpredictable movements from the main lane and offer parallel routes and clearer access for those entering and exiting Paulo Lopes.

Marginals and Ramps Separate Local Traffic from Long-Distance Flow

One of the central axes of the R$ 100 million package on BR-101 is the implementation of 2.2 kilometers of marginal roads, scheduled for release throughout 2025 and 2026.

These parallel lanes allow residents, local businesses, and services to circulate alongside the highway without directly interfering with the main traffic lane.

In practice, the marginals reduce:

• Sudden stops caused by left turns or improvised returns

• Direct crossings on BR-101, which are currently responsible for trajectory conflicts and side collisions

• Entries and exits made at low speed, which impact long-distance flow

In addition to the marginals, the package includes exit ramps and access ramps considered essential to organize the approach of vehicles.

The exit ramps at km 252, heading north, and the combined access and exit ramp at km 250, also heading north, along with a roundabout, are already open.

These structures allow trucks and cars to decelerate or accelerate off the main lane, reducing last-minute lane changes.

With the combination of marginals, ramps, and roundabouts, the goal is to create a “layer” of local traffic in Paulo Lopes, while the passing flow continues more smoothly and predictably on BR-101, reducing congestion in queues and the risk of collisions at urban access points.

Bridge over the Cova Triste River Gains Capacity and Reduces Bottlenecks

Another sensitive point of the segment is the bridge over the Cova Triste River, at km 259, heading south.

The R$ 100 million package on BR-101 includes and is already executing the widening of this structure, expanding both the traffic lanes and the shoulder.

Before the work, the crossing acted as a bottleneck during periods of heavy traffic, with reduced speed and risk of queue formation on inclines and short straights.

With the widening:

• The capacity for vehicle passage increases, reducing the risk of bottlenecks

• The shoulder becomes more functional for emergency stops and incident response

• The flow tends to become more continuous, with less need for successive braking

The bridge is a key piece for those crossing Paulo Lopes heading towards the South of Santa Catarina and Rio Grande do Sul, especially during peak season periods.

By addressing this point structurally, the R$ 100 million package on BR-101 aims to eliminate one of the main “fixed bottlenecks” on the route, something that could not be resolved simply with signage or traffic management.

New Overpasses and Direct Benefits for Residents of Paulo Lopes

The package also targets the daily lives of those living along the BR-101 in Paulo Lopes.

Two under-construction overpasses, at kilometers 247 and 251, have been designed to facilitate circulation between neighborhoods on opposite sides of the highway, reducing dependence on level crossings.

With these overpasses, pedestrians, cyclists, and drivers making short trips now have safer and segregated alternatives from the heavy flow of trucks. This tends to bring concrete effects for those living nearby:

• Urban Mobility
Faster internal trips, less time spent in traffic jams, and greater predictability during peak hours.

• Road Safety
Reduction of dangerous turns, less exposure of pedestrians and cyclists to high-speed traffic, and fewer conflicts at critical crossings.

• Local Economy and Logistics
More efficient flow of regional production and greater attractiveness for commerce and services that depend on easy access to BR-101.

• Quality of Life and Tourism
Less time in traffic, less daily stress for local drivers, and safer access to the beaches and tourist towns of Southern Santa Catarina.

In this arrangement, the R$ 100 million package on BR-101 not only serves the passing driver, but reposition the highway as a hub of urban, economic, and tourism integration for the region of Paulo Lopes.

Lighting, Safety, and Precautions During Work Fronts

Road safety is another central pillar of the interventions.

The R$ 100 million package on BR-101 includes the installation of lighting in strategic segments and in roundabouts, enhancing visibility during rainy periods and at night.

On a highway with significant truck traffic and increased tourists in the summer, improvement in lighting tends to reduce collisions, pedestrian accidents, and incidents at sensitive urban access points.

As the work progresses, ViaCosteira advises drivers to maintain heightened attention in intervention areas.

It is common to find cones, heavy machinery, and workers near the lane, in addition to temporary lane changes.

The recommendation is clear: respect the specific work signage, observe the reduced speed limits, and avoid overtaking in narrowed areas.

Whenever possible, the concessionaire adopts partial closures and signposted detours to maintain vehicle flow while protecting teams and users.

During high season periods, such as long holidays and summer vacations, there may be occasional slowdowns, but the strategy is to concentrate the most critical interventions outside peak hours to minimize the impact.

Who Pays the Bill and When Does the Driver Feel the Difference

The investments of the R$ 100 million package on BR-101 are funded by ViaCosteira, within the obligations established in the concession contract for the segment.

The execution of the works is monitored and supervised by the National Land Transport Agency (ANTT), responsible for verifying deadlines, quality, and compliance with road safety goals.

The first gains for drivers appear as each stage is completed, as is already the case with access ramps, marginal segments, and the expanded bridge over the Cova Triste River.

However, the most significant effects on overall fluidity and safety tend to be perceived when the set of the main interventions is completed between 2025 and 2026, with marginals operating from end to end, overpasses opened, and urban accesses reorganized.

Looking ahead, the expectation is that the R$ 100 million package on BR-101 will reduce the average travel time, stabilize flow during high demand periods, and lessen the stress of those who rely on the segment every day, whether for work, cargo transport or to reach the beaches of Santa Catarina with more peace of mind.

In light of all this, in your assessment, does the R$ 100 million package on BR-101 really resolve the most critical bottlenecks in Paulo Lopes, or is there still some essential work missing on that stretch of the highway?
