The state government has just taken a bold step to transform the road network of Mato Grosso do Sul.
With a financing of R$ 2.3 billion, formalized in partnership with BNDES (National Bank for Economic and Social Development), the roadworks promise to boost the region’s economy, improve transportation, and generate more than 80 thousand jobs by 2048 according to the government itself.

This gigantic investment is part of the new PAC (Growth Acceleration Program) and will bring changes to 14 cities in the state, ensuring not only the transportation of products and people but also promoting the development of essential industrial areas. However, would the deadlines and promises be strictly followed?
The Financing That Goes Until 2048
The financing contract, published this Monday (07) in the Official Gazette, stipulates that the State will make payments in 276 installments, starting in October next year and ending in September 2048.
The R$ 2.3 billion loan includes R$ 300 million in counterpart from the state government and will have adjustments based on the IPCA (Broad Consumer Price Index), with pre-fixed interest at 6.28% and a federal bank spread of 1.40% per year.
In addition to the principal amounts, the State will pay a commission of 0.5% to BNDES, which amounts to R$ 11.5 million already in the first installment.
This percentage will be allocated before the first payment, as a counterpart to the guarantee provided by the Union for the loan.
But what will really change for the population of these 14 cities?
Impact on Cities and Job Creation
Among the cities that will benefit the most from this project are Inocência and Três Lagoas, both with a strong industrial presence, especially in the cellulose sector.
The Secretary of Infrastructure and Logistics, Guilherme Alcântara, recently commented in an interview on the Podcast Na Íntegra, from Campo Grande News, that road improvements are essential for the region’s logistics.
Inocência, for example, will host a new factory of Arauco, a Chilean multinational in the cellulose sector, which is already in the earthmoving phase.
As a result, the expectation is that thousands of direct and indirect jobs will be created, especially in construction, transportation, and logistics.
According to Governor Eduardo Riedel, the roadworks and industrial projects in the region should directly benefit about 80 thousand workers.
And how will these works affect the transportation of products?
Paving and Restoration of Strategic Highways
The project provides for the paving of 569 kilometers and the restoration of 249 kilometers of highways, facilitating the connection between producing and industrial regions.
This will improve the flow of products such as cellulose and ore, since railway transport has been deactivated in much of the state.
The stretch of MS-377, starting from Água Clara, will be one of the main beneficiaries, linking this region to the Ferronorte network, which is expected to be used by the mining sector for transporting products destined for the Port of Santos for export.
This route, currently overloaded with trucks, will have much more adequate infrastructure for the growing demand.
The Long Road to 2048
Despite the promises, the works are expected to extend over 48 months, with the gradual release of funds.
The expectation is that, by the end of the contract in 2048, the road network will be completely revitalized and ready to support the volume of production in the region.
However, the success of this enterprise will depend on the efficient management of resources and the execution of the works within the established deadlines.
The promise is great, but will the population of Mato Grosso do Sul see these benefits as quickly as announced?
