The Project in the Santos Basin Aims to Install and Commission the Oil and Gas Production System in the Mero 4 Field
Subsea7 has secured a significant contract in the Brazilian offshore sector, in partnership with the oil and gas giant Petrobras. This contract covers a development project located in the Santos Basin, a strategic area for the oil industry in Brazil. The scope of the contract includes engineering, procurement, construction, installation (EPCI), and pre-commissioning of 76 kilometers of rigid risers and flowlines for the production system in the Mero 4 field.
The Mero 4 project is an offshore venture located approximately 200 kilometers off the coast of Rio de Janeiro, in water depths of 2,200 meters in the pre-salt layer of the Santos Basin. This oil field is the fourth final project of the Mero Unitized Field in the pre-salt, operated by Petrobras alongside partners including Shell Brasil, TotalEnergies, CNPC, CNOOC, and Pré-Sal Petróleo SA (PPSA), representing the government in the uncontracted area.
Large-Scale Contract in the Santos Basin
Subsea7 announced that this contract in the Santos Basin is “large,” implying that its revenue share exceeds US$ 750 million. This represents a significant opportunity for the company to expand its presence in Brazil and further strengthen its partnership with Petrobras. Petrobras, as one of Brazil’s leading energy companies, plays a crucial role in the exploration and production of oil and gas in the country, and this contract is an important step in expanding Subsea7’s operations in the Brazilian market.

The project involves actions that will begin immediately at Subsea7’s offices in Rio de Janeiro and Paris. The manufacturing of the necessary pipelines for the project will take place at the company’s spoolbase in Ubu, in the state of Espírito Santo. Offshore operations are scheduled to occur in 2025 and 2026. This represents a challenging timeline, but Subsea7, with its experience and track record of success in EPCI projects worldwide, is well-equipped to meet these deadlines.
Strong and Collaborative Partnership with Petrobras
Yann Cottart, Vice President Brazil of Subsea7, expressed his confidence in this project in the Santos Basin, stating: “This contract builds on decades of experience in executing large EPCI projects worldwide and enhances our project portfolio in Brazil.
Subsea7 looks forward to continuing its strong and collaborative relationship with Petrobras as we work together to successfully deliver the Mero 4 project.” This statement underscores the importance of partnership and collaboration among the companies involved in the project.
In addition to the development of the Mero 4 project in the Santos Basin, Petrobras is also planning to increase its offshore production. Recently, the company revealed its plans to put 11 additional Floating Production, Storage, and Offloading (FPSO) units into operation in the pre-salt layer by 2027.
The Oil and Gas Project in the Santos Basin
These units have the potential to boost oil and gas production and help Brazil achieve its target of 2.4 million barrels of oil equivalent per day. The expansion of these offshore operations demonstrates Petrobras’s ongoing commitment to the exploration and production of oil and gas in the pre-salt region, which is of great strategic importance to the country.
The contract between Subsea7 and Petrobras represents an important milestone in the Brazilian offshore sector. This project in the Santos Basin, along with Petrobras’s expansion plans, reflects the ongoing vitality and promise of the oil and gas industry in Brazil, particularly in deep-water operations. As Subsea7 and Petrobras move forward with this endeavor, it is expected to bring significant benefits to the economy, employment, and energy production in the country.
