Petrobras Signed A Strategic Agreement With Oceanpact To Strengthen Maritime Operations In Brazil, Including Chartering Of Offshore Vessels, Oil Logistics, And Support For The Rochedo De São Paulo Vessel

On December 23, 2025, Petrobras confirmed the signing of a new contract with Oceanpact, valued at approximately R$ 500 million, for the chartering of an offshore support vessel Rochedo de São Paulo. According to a report published by CNN Brasil, the agreement is for a duration of four years and expands operations in maritime operations along the Brazilian coast, strengthening offshore logistics at a time when investments in the oil and gas sector are resuming.

The contract strengthens Petrobras’s maritime infrastructure and consolidates Oceanpact as one of the leading offshore service providers in the country. The vessel will be used in strategic activities related to oil transfer and support for maritime units, areas considered critical for the continuity of production.

Contract Between Petrobras And Oceanpact Reinforces Maritime Operations In Brazil

The new agreement signed by Petrobras with Oceanpact involves the chartering of a vessel of the AHTS-TO type (Anchor Handling Tug Supply – Tug Oil), specialized in supporting platforms and shuttle vessels. The Rochedo de São Paulo vessel will be employed in handling and maintenance operations of offloading hoses used in the transfer of oil between maritime units.

These maritime operations are essential to ensure the safe flow of offshore production. The contract provides for operations in different regions of the Brazilian coast, following the geographic distribution of areas operated by Petrobras, including mature fields and pre-salt assets.

The hiring of specialized vessels allows the state-owned company to maintain operational flexibility and high safety standards without the need to expand its own fleet.

Chartering Of Vessels As A Logistics Strategy For Petrobras

The chartering of vessels is a well-established practice in the oil and gas industry. By opting for long-term contracts with specialized companies, Petrobras can reduce fixed costs, optimize resources, and ensure access to modern vessels and qualified crews.

In the case of the Rochedo de São Paulo vessel, the focus is on high-complexity operations. Offloading hoses, for example, are large hoses that require precise handling, constant maintenance, and strict safety protocols to prevent leaks and environmental damage.

This type of service is considered critical for the continuity of offshore production, especially in areas far from the coast, where maritime logistics is crucial for operational performance.

Rochedo De São Paulo Vessel Expands The Capacity Of Offshore Maritime Operations

The Rochedo de São Paulo is classified as an AHTS-TO offshore support vessel, designed to operate in demanding maritime environments. The vessel is capable of operating in various sea conditions, a fundamental characteristic for maritime operations conducted along the Brazilian coast.

The versatility of the Rochedo de São Paulo vessel is one of the key differentiators of the contract. It can be used both in supporting platforms and in production relief operations, ensuring greater logistical efficiency for Petrobras.

With this reinforcement, the state-owned company increases its operational response capacity and reduces risks associated with offshore activity interruptions, a relevant factor in a highly regulated sector sensitive to environmental issues.

Oceanpact Expands Contracts With Petrobras And Consolidates Growth

Oceanpact has been experiencing strong growth in its commercial relationship with Petrobras. In August 2025, the company announced the signing of four new contracts, totaling approximately R$ 3.2 billion, for the chartering of vessels of the RSV type (ROV Support Vessel), all with a duration of four years.

In September, the company announced the celebration of two new contracts, totaling more than R$ 700 million, aimed at executing marine environmental monitoring services in areas under the responsibility of the state-owned company.

These agreements reinforce Oceanpact’s position as a strategic partner of Petrobras in maritime operations. The company’s operations go beyond logistical support, also encompassing sensitive areas such as the environment and offshore emergency response.

Maritime Operations Require Strict Safety And Environmental Control

The maritime operations of Petrobras involve elevated risks, both operationally and environmentally. Therefore, the choice of suppliers with proven expertise is considered strategic by the company.

Oceanpact holds the largest inventory of offshore emergency response equipment in Latin America. This factor influences Petrobras’s decision, especially in a scenario of increased environmental oversight and stricter regulatory requirements.

Moreover, the previously contracted environmental monitoring services reinforce the companies’ commitment to more sustainable practices, reducing environmental impacts and increasing transparency in offshore operations.

Petrobras Bets On Partnerships To Maintain Operational Efficiency

In recent years, Petrobras has adopted a strategy focused on cost optimization and prioritization of strategic assets. The chartering of vessels with specialized companies, such as Oceanpact, is part of this movement.

This approach allows for greater financial predictability and operational efficiency. Instead of investing in the acquisition and maintenance of its own fleet, the state-owned company ensures continuous access to vessels suited to its needs through long-term contracts.

The agreement involving the Rochedo de São Paulo vessel offers logistical stability and contributes to the planning of Petrobras’s maritime operations over the next few years.

Oceanpact Strengthens Presence In The Market And In B3

Since 2021, Oceanpact has been trading shares on B3, the Brazilian stock exchange. Currently, the company has its own fleet of 28 vessels, all aimed at supporting offshore maritime operations.

The expansion of contracts with Petrobras increases the predictability of the company’s revenues. This factor is relevant for investors, especially in a historically volatile sector such as oil and gas.

The contract for R$ 500 million for the chartering of the Rochedo de São Paulo vessel adds to a robust portfolio, strengthening Oceanpact’s position in the national market.

What The Contract Represents For The Future Of Offshore In Brazil

The agreement signed on December 23, 2025 between Petrobras and Oceanpact signals the continuity of investments in maritime operations in Brazil. The contract reinforces the importance of offshore logistics for oil and gas production and highlights the state-owned company’s confidence in specialized partners.

At the same time, Oceanpact consolidates its role as one of the leading maritime support companies in the country, enhancing its economic and operational relevance.

For the sector, this movement indicates stability, job creation, and strengthening of the national maritime supply chain, elements considered essential for Brazil’s competitiveness in the global energy market.
