The Construction of the Comperj Refinery Was Interrupted in 2015 Amid Corruption Scandal Developments
On Tuesday (07/19), the Brazilian state-owned company Petrobras opened a formal consultation with the market to assess companies’ interest in acquiring land at the Rio de Janeiro Petrochemical Complex (Comperj), owned by the oil company in Itaboraí (RJ).
Of a total flattened area of about 3 km², the state-owned company has 2.1 km² available for potential negotiation and informs that based on expressions of interest, the company will evaluate the most promising models for offering the available land.
Petrobras is committed to the GasLub Hub in the region, which will receive the Integrated Project Rota 3. The construction involves a pipeline and processing infrastructure with a capacity for 21 million m³/day of natural gas from the pre-salt of the Santos Basin.

Recalling the Tragic History of Comperj
Comperj, which was initially conceived as a petrochemical complex, later became a refining project.
Initially, Petrobras’s plan was to build two trains of 165 thousand barrels/day each, but the project was abandoned.
Unfortunately, the refinery was left unfinished with over 80% of the construction completed and already absorbing investments of over US$ 13 billion. Irrecoverable money.
The construction of the Comperj refinery was interrupted in 2015, amid the developments of Operation Car Wash. After the corruption scandal and with no cash on hand, Petrobras decided that it would only resume the refinery’s construction if it found a partner.
