The notice for the 2025 Federal Police Contest (Notice No. 1 – PF – Police, dated May 20, 2025) has been published, bringing 1,000 immediate vacancies for police positions within the institution. Everything is presented clearly and didactically, so that you can fully understand the 2025 PF contest.
Number of Vacancies and Positions Offered
The contest offers 1,000 vacancies distributed among five police careers at the PF, according to the table below:

It is worth noting that, from the total vacancies in each position, 5% are reserved for people with disabilities (PcD) and 20% for black candidates (black or brown), as per current legislation (Law No. 8.112/1990, Law No. 13.146/2015, and Law No. 12.990/2014). The quotas are already applied in the distribution above – for example, of the 630 vacancies for Agents, 32 are for PcD, and 126 for black candidates.
In case of insufficient approved quota candidates, the unfilled reserved vacancies revert to open competition. Important: to compete for quotas, the candidate must self-declare at the time of registration and, in the case of PcD, submit a medical report during the registration period.
Salaries and Benefits
One of the attractions of the 2025 PF contest is the remuneration, which has recently been adjusted. The starting salaries (monthly subsidy) for each position are as follows:
- Federal Police Delegate: R$ 26,800.00 (starting)
- Federal Criminal Expert: R$ 26,800.00 (same subsidy as Delegate)
- Federal Police Clerk: R$ 14,164.81 (starting)
- Federal Police Agent: R$ 14,164.81 (starting)
- Federal Police Papiloscopist: R$ 14,164.81 (starting)
All positions have a 40-hour weekly workload (full-time dedication). In addition to the subsidy, federal police officers receive indemnitory benefits, as applicable, such as: health assistance, food assistance, pre-school assistance (for dependents up to 6 years), and border allowance (as per Law 12.855/2013, for assignments in border regions). These additional benefits can enhance the final remuneration. For instance, the food assistance for federal employees is around R$ 500 monthly, and the border allowance is a bonus for those working in strategic border areas.
Note: The amounts above correspond to the starting subsidy for each career in 2025. For comparison, in the last contest (2021), the starting salaries were lower – approximately R$ 23,700 for Delegate and R$ 12,500 for Agent, Clerk, and Papiloscopist. In other words, there was a significant adjustment by 2025, making the careers even more attractive financially.
Requirements for Registration
To register and subsequently take office in any of the police positions at the PF, the candidate must meet the basic requirements established in the notice:
- Education: Complete higher education from an institution recognized by the Ministry of Education (MEC).
- For Delegate, a law degree is required + 3 years of legal or police activity verified until the position is assumed.
- For Criminal Expert, a higher education diploma in the specific area of activity is required (according to the areas listed in the notice, for example: Accounting, Electrical Engineering, Biology, etc.). Each area of Expert accepts certain related courses.
- For Agent, Clerk, and Papiloscopist, a degree in any area of education is accepted, with no prior professional experience required.
- Nationality: Be a natural-born or naturalized Brazilian; or a Portuguese citizen protected by the statute of equality (Portugal-Brazil).
- Age: Be at least 18 years old by the date of enrollment in the Professional Training Course (no maximum age is stipulated).
- Document and Licensing: Be up to date with electoral obligations and, if male, military obligations; possess a civil identification document and a National Driver’s License (CNH) category “B” or higher valid. The CNH is a mandatory requirement – the candidate must have it, in general, by the time of appointment (the notice suggests having it already at registration).
- Physical and Mental Aptitude: Have physical and mental fitness for the exercise of the position’s duties, to be verified in the medical examinations and physical fitness tests of the contest.
- Unblemished Conduct: Be in good standing with political rights and not have criminal background or involvement in conduct that undermines the moral integrity required for the position. This aspect will be checked during the social investigation phase, which occurs throughout the selection process (see below).
It is important to emphasize that all requirements must be proven at the time of appointment (after approval in all stages). Thus, for example, candidates graduating from higher education can participate as long as they complete their degree before taking office; similarly, candidates who have not yet turned 18 may take the tests if they celebrate their birthday before the training course.
Stages of the Contest
The public contest of the PF 2025 is divided into two main stages:
1st Stage – Initial Selection: Comprises a set of eliminatory and classificatory phases conducted by Cebraspe, ranging from the written test to the social investigation. They are, in order:
- Objective Test: multiple-choice exam (true or false, Cebraspe standard) covering general and specific knowledge of each position, of an eliminatory and classificatory nature. Each position has its own specific content (attached to the notice), but generally includes Portuguese Language, Basic Computer Skills, Current Affairs, English/Spanish Language (except for Delegate), plus specific subjects: for Agents and Clerks, for example, there is Criminal Law, Criminal Procedure, Special Legislation, etc.; for Delegates, many Law subjects; for Experts, technical knowledge of the area and also Law and other subjects. Tip: the Cespe/Cebraspe method penalizes wrong answers (one wrong cancels one correct), so strategy in marking the questions is essential.
- Discursive Test: written evaluation eliminatory and classificatory, administered on the same day as the objective, consisting of:
- Delegate: preparation of a professional piece + discursive questions in the legal area (simulating a practical task, for example, a police/legal piece).
- Other positions (Agent, Clerk, Papiloscopist, and Expert): writing a discursive text (essay) of up to 30 lines on a topic related to the knowledge of the position.
The discursive test assesses the candidate’s writing ability, clarity, content mastery, and argumentation.
- Physical Aptitude Test (EAF): the famous Physical Aptitude Test (TAF), of an eliminatory nature, in which candidates must meet minimum standards in four tests: pull-ups, horizontal jump (standing long jump), swimming 50m, and 12-minute run. The parameters vary by sex:
– Males: minimum of 5 pull-ups; jump of at least 2.05 m; swim 50 meters in up to 56 seconds; run 2,300 m in 12 min.
– Females: hold on a pull-up bar for at least 15 seconds (chin above the bar); jump of at least 1.56 m; swim 50 m in up to 64 seconds; run 1,800 m in 12 min.
The TAF is notoriously a rigorous eliminatory stage – historically, a large number of candidates are eliminated here. Thus, prior physical preparation is essential. The tests will be filmed by the panel to ensure transparency. Each candidate will have two attempts on some exercises (like pull-ups for women, jumping) and only one on others (running, swimming). Being well-trained greatly increases the chances of success. - Medical Evaluation: clinical examination and analysis of laboratory tests to verify the candidate’s health, of an eliminatory nature. The notice includes a lengthy list of medical conditions that can lead to disqualification (serious heart problems, uncorrectable vision issues, some uncontrolled chronic diseases, etc.). A toxicological examination (drug test) is also conducted – candidates provide material (hair/body hair) to detect illicit substances consumed in the previous months. Attention: refusal to undergo the toxicological examination results in disqualification. Candidates must be in good health and within the required parameters (for example, minimum visual acuity with correction, auditory ability, appropriate body mass index, etc., according to the notice).
- Psychological Evaluation: also known as the psychotechnical exam, aims to assess a psychological profile compatible with the police function (personality traits, intelligence, cognitive and emotional aptitudes). In the PF 2025, this psychological evaluation occurs at two moments: the first moment during the 1st stage (after the medical evaluation) and the second moment during the training course. Both are of an eliminatory nature. In the first moment, standardized psychological tests are administered, and possibly, interviews with psychologists, to identify characteristics such as emotional control, teamwork ability, aggressiveness, etc. Those considered “not suitable” for the required profile are disqualified (with the right to appeal and even feedback interview, according to the rules). The second moment in the course is meant for re-evaluating and monitoring the candidate.
- Oral Test (only for Delegates): candidates for the Federal Police Delegate position also take an oral test, of an eliminatory and classificatory nature, administered after the previous phases. This test consists of a live questioning session, where a panel of examiners asks questions about legal subjects from the notice, and the candidate must respond verbally, being evaluated on their knowledge, reasoning, and ability to express themselves. The oral test will be conducted only in Brasília/DF and only Delegates participate. It is a traditional stage for Delegates, simulating situations of oral defense and in-depth knowledge.
- Title Evaluation (Delegates and Experts): classificatory phase (does not eliminate anyone, just adds points to the most qualified). Only for the positions of Delegate and Criminal Expert, considers relevant academic and professional titles: postgraduate diplomas (master’s, doctorate), exercise of legal or police activity beyond the minimum for Delegate, scientific publications, among other criteria detailed in the notice. Candidates approved in previous stages in these careers may submit supporting documentation and receive additional points that are added to the final contest score.
- Social Investigation: eliminatory stage that occurs throughout the contest, from registration to appointment. The Federal Police verifies the candidate’s prior conduct – past life, criminal background, good reputation, involvement in illicit acts, among others. To support this, the candidate fills out the so-called Confidential Information Form (FIC) with an extensive questionnaire about their life (addresses, jobs, references, drug use, judicial processes, etc.). Federal agents conduct the investigation and may check documents, visit locations, and interview people close to the candidate. Any fact incompatible with the exercise of the position (for example, proven involvement in criminal activities, lies in the provided information, social misconduct) may lead to disqualification. Tip: Be absolutely sincere in the FIC and preemptively provide negative criminal records and documents that will be requested. The PF’s social investigation is thorough and goes up to the last moment before the appointment.
Upon completion of all these phases of the 1st stage, the final result of the contest will be published (expected for December 2025, according to the timeline), homologating the list of approved candidates within the number of vacancies for each position.
2nd Stage – Professional Training Course (CFP): Those approved in the previous stage will be called for the Training Course, conducted by the National Police Academy (ANP), in an internment regime, with eliminatory nature. Some points about the CFP:
- Location and Duration: The course takes place mainly at the ANP in Brasília/DF, possibly including activities in other units of the Federation as needed. The approximate duration is usually 4 to 5 months of intensive training. According to the forecast in the notice, the training course for Agents is scheduled to start on January 26, 2026, and for other positions, around May 2026 – indicating that there may be separate classes or staggered starts. During the CFP, candidates become students of the Academy, entitled to a scholarship.
- Content: In the CFP, candidates receive theoretical and practical instruction on police activities: defensive shooting, weaponry and shooting, police tactics, operations, investigation, intelligence, self-defense, driving special vehicles, applied legislation, human rights, etc. They also undergo constant physical training. The workload is intense (full-time classes, including weekends/evening exercises occasionally).
- Assessments and Discipline: The CFP has periodic assessments (tests, practical evaluations, simulations) and requires a passing average. Additionally, disciplinary and ethical aspects are observed. It is possible to be dismissed (disqualified) for insufficient grades or serious disciplinary infractions during the course. New feature: there is a second moment of psychological evaluation during the CFP, where candidates undergo new psychological tests under the supervision of Cebraspe/PF. New complementary medical evaluations may also occur during the course.
- Classification and Selection of Assignment: At the end of the CFP, the final classification of the contest is formed, possibly incorporating scores from the course along with those from the first stage (as stipulated in the notice; in the PF, the final score generally comes from the 1st stage, but everyone must be approved in the CFP). The order of classification in the Training Course will be followed for the selection of assignments for the new officers. In other words, those with better performance will have priority in choosing where they will work, among the vacancies available nationwide. Therefore, there is healthy competition during the CFP as well.
In summary, only those who are approved in all phases above and successfully complete the Training Course will effectively take office as federal police officers. The appointment and taking office should occur shortly after the completion of the course (probably from July 2026, considering the planned timeline).
Contest Timeline
The notice includes an estimated timeline with the main dates. It is crucial for candidates to pay attention to these deadlines to avoid missing any stage. The main events and dates of the 2025 PF Contest are:
- Registration period: 05/26/2025 to 06/13/2025 (through the Cebraspe website). During this period, candidates must fill out the online form and generate the payment slip.
- Payment deadline for the fee: until 06/14/2025 (usually the next business day after the end of registrations – the notice confirms the exact date in the attached timeline). The fees are R$ 180.00 (Agent, Clerk, or Papiloscopist) and R$ 250.00 (Delegate or Expert). There is a possibility of fee exemption for those who meet the criteria (registered in the federal government’s CadÚnico, bone marrow donors, etc.), requiring requests between 05/26 and 06/13 following the notice’s instructions.
- Objective and discursive tests: 07/27/2025 (Sunday). The tests will be administered in all capitals and the Federal District simultaneously. The probable duration will be 4 to 5 hours to complete both tests in the same shift (to be confirmed in the notice). The test location (confirmation card with address) will be available a few days prior (usually a week before the exam) on the Cebraspe website – it is important to keep track of it.
- Disclosure of preliminary answer keys: Should occur in the week following the exam (probably on July 29 or 30, 2025). After that, a two-day window will open for appeals against the answer key.
- Physical tests (TAF/EAF): scheduled for 09/14/2025. They will occur only in the capitals, with the call for those approved in the written test. On the same date or shortly thereafter, candidates must submit the Confidential Information Form (FIC) for the social investigation.
- Medical evaluation and examination of PcD candidates: beginning of October 2025 – the medical examination for those who declared themselves as PcD must occur on 10/04/2025, and the general medical evaluation on 10/05/2025. At this stage, candidates must present a series of laboratory tests and reports (X-ray, blood tests, etc., listed in the notice).
- Psychological evaluation: scheduled for 11/09/2025. Conducted in one day, possibly with group tests in a room.
- Heteroidentification (black candidates): must occur on 11/16/2025. This is the in-person session where a panel verifies the validity of the self-declaration of color/ethnicity of candidates who opted for the racial quota, according to the normative ordinance – assessing phenotypic traits. Those not considered black by the panel lose the right to the reserved vacancy (but continue to compete in the open competition if they have a sufficient score).
- Oral Test (Delegates): scheduled for 11/23/2025, in Brasília, exclusively for candidates for Delegate who passed the previous phases.
- Title evaluation: submission of title documents (Delegate and Expert) around the end of November or beginning of December 2025. The analysis and scoring of titles is estimated to occur on 12/15/2025.
- Final result of the 1st stage: 12/16/2025 (date when the final list of approved candidates in all phases, before the training course, is released). After that, the official homologation of the contest result will likely occur in December 2025 or January 2026, opening the validity period of the selection process.
- Call for the Training Course: it is expected to occur shortly thereafter, with the CFP starting in 2026 (as mentioned, at the end of January for Agents, and a few months later for other positions).
The exact dates and the complete timeline are included in Annex I of the notice. It is worth remembering that these are tentative dates – the notice states that any changes will be communicated. Always keep an eye on the official contest page on the Cebraspe website for updates.
How and Where to Register
Registrations will be conducted exclusively via the internet, through the Cebraspe (organizer) website at the address: www.cebraspe.org.br/concursos/pf_25. During the registration period (05/26 to 06/13/2025), candidates must:
- Access the website, fill out the form with their details, preferred position (and area, in the case of Expert), and city where they wish to take the objective test. Also indicate if they will compete for quotas (PcD or black) and if special assistance is needed during the test.
- Generate the payment slip for the registration fee corresponding to the chosen position (R$ 180 or R$ 250) and make the payment by the deadline (usually the day after the end of registrations, 06/14). Payment can be made at a bank or via internet banking/PIX, following the instructions on the slip. Attention: Cebraspe does not accept payment by account deposit, TED, DOC, or after the deadline. There is a possibility of payment via PIX with a QR code generated on the slip.
- If requesting fee exemption (for those entitled, such as registered in CadÚnico, bone marrow donors, etc.), must mark this option at the time of registration and submit supporting documents through the system by 06/13. The notice details the criteria and necessary documents. The result of the exemption requests will be released before the end of the deadline, so that, if denied, the candidate can still pay the slip and confirm the registration.
- Complete the registration and keep the receipt (it is possible to print or save the final screen). Cebraspe later provides the definitive registration receipt, which confirms everything is in order and provides the test location.
It is worth emphasizing: do not leave it to the last day! Technical problems, slowness, or any unforeseen circumstances may occur. Register early and check if the payment has cleared (registration is only finalized after the bank’s payment clearance of the slip). Cebraspe is not responsible for communication failures or bank delays, so please be cautious.
Registrations are for position. That is, candidates must choose from the start which position (and area, if applicable to Expert) they will compete for. It is not possible to register for more than one police position, as the tests will occur on the same date and time for all. Therefore, make your choice according to your profile and qualifications. (Note: The PF administrative notice – which is another contest for support positions at the intermediate and higher levels – occurs separately, so it does not conflict with this. Here we are dealing only with police positions.)
Professional Training Course (CFP)
As already mentioned in the description of the stages, after approval in the initial selection, candidates will be enrolled in the Professional Training Course at the National Police Academy. Some additional information about this final phase of the contest:
- During the course, the candidate assumes the status of CFP Student (almost like an intern) and receives a scholarship equivalent to 50% of the position’s subsidy during the training months. This assists in maintaining students, as many need to travel and stay in Brasília during the course.
- The PF’s CFP has a semi-internment regime: students are housed at the ANP from Monday to Friday, with the possibility of release on weekends, except when there are specific training sessions. The discipline is almost military: there are uniforms, hierarchy of instructee/instructor, strict conduct rules, and constant assessments.
- Part of the CFP is to prepare future police officers for real-life work situations. There are modules on shooting, police driving (cars and other vehicles), approach techniques, investigation, police intelligence, fighting corruption, major operations, among others. The instructors are experienced federal police officers and professionals from specialized areas.
- The second phase of the psychological evaluation takes place during the course, assessing the candidate’s adaptation and profile in the training environment. Additionally, new surprise medical exams (random doping tests, for example) may be conducted to ensure the ongoing fitness of the student.
- The performance in the course (grades in tests, aptitude in practical exercises, disciplinary posture) can directly influence the candidate’s future. The 2025 notice specifies that the classification in the course defines the selection order for assignment of candidates after graduation. In other words, doing well in the CFP can guarantee that desired position in your preferred city/region, while lower grades may limit options.
- In the end, upon approval in the course, a graduation ceremony is held, and then the appointment as a permanent employee (federal police officer) takes place. From then on, the candidate ceases to be a student and becomes a police officer on probation in the unit where they are assigned, starting their career in the PF.
The CFP is a challenging step, but also very rewarding – it is where the candidate finally experiences the day-to-day of the profession for which they have fought. Many say it is a unique experience and that the bonds formed there with colleagues last throughout their careers.
Points of Attention for Candidates
In light of everything presented, we list some points of attention and important tips:
- Study Planning: The time until the objective test (07/27/2025) is short, about two months. It is crucial to have a well-structured study plan covering the entire notice. Focus on the subjects with greater weight and historically charged. Solving previous PF tests (2018, 2021) helps to understand the Cebraspe style of questions.
- Prior Physical Training: If you do not practice physical activities regularly, start now. PF’s TAF disqualifies many candidates who are mentally prepared but lack conditioning. Focus particularly on endurance running, strengthening upper limbs (for pull-ups), and swimming technique. Monitor your progress concerning the minimum standards. Remember: between the written test (July) and TAF (September) there is little time – you cannot gain conditioning from scratch in this interval. So, get ahead.
- Documentation and Background Checks: Already ensure in advance negative criminal records (Federal, State, Electoral Justice), check if your name is regular (no judicial or administrative pending issues). If you had a minor police incident in the past, declare it in the FIC and explain the circumstances – omitting is worse. Keep your social media in check, as it is known that social investigation may consider posts conflicting with the conduct required (apology for crime, prejudice, etc.). Demonstrating a proper prior life is essential.
- Driver’s License: Check the validity of your CNH. If you do not yet have a category B CNH, it is urgent to obtain it (the licensing process takes a few months!). Without the CNH, you will be eliminated at hiring. The PF requires CNH because all positions may eventually involve driving official vehicles.
- Read the Complete Notice: Although the language of the notice can be tedious, it is essential to read the document in its entirety. It includes details on appeals, procedures in each phase, test contents, models of medical reports, etc. Many candidates miss deadlines or fail to comply with requirements because they do not read the notice carefully. Mark the dates, make a calendar, and follow all instructions closely.
- Cebraspe’s Objective Test: Remember the strategy: since each mistake cancels out a correct answer, often it’s better to leave blank than to guess if you’re in doubt. Assess your performance during the test to decide how many to mark. The maximum score is 120 points (for Delegate/Expert it may differ due to subjects), but the important thing is to exceed the cut-off score without taking too many risks on guesses. Stay emotionally controlled on test day to manage the time between objective and discursive tests.
- Pay Attention to Official Communications: All calls and results will be announced in the Official Union Gazette and on the Cebraspe website. Monitor regularly. Special attention after the objective test – the next stages have short windows (you will have to submit medical exams, for example, and some take time to schedule, such as resonance, etc.). Get ahead by doing basic exams as soon as the written test results come out, so you’re not caught off guard.
- Long and Competitive Contest: Keep in mind that the selection process extends until 2026. It is a medium-term project in your life. There will be moments of high pressure (physical tests, psychological evaluations). Always maintain focus and motivation. It is estimated that tens of thousands of candidates will compete for these vacancies, so give your best in each phase. On the other hand, do not be discouraged by the competition: if you prepare well, each stage will only approve the necessary candidates for the next stage, and in the end, the candidate/vacancy ratio becomes much smaller for those who make it to the end.
Comparison with Previous Contests
Comparing the 2025 notice with the last major PF contest, held in 2021, we can note several relevant differences and similarities:
- Number of Vacancies: In 2021, 1,500 vacancies were offered (123 for Delegate, 400 for Clerk, 84 for Papiloscopist, and 893 for Agent; there were no vacancies for Expert in that notice). Now in 2025 there are 1,000 vacancies including the position of Expert (68 vacancies distributed in areas). In other words, the current contest has a smaller quantity – possibly because there is a forecast for more 1,000 vacancies in a second contest in 2026, according to government authorization. This may indicate a division of entries into two annual phases.
- Remuneration: Salaries have increased. In 2021, the initial subsidy for Agent/Clerk was around R$ 12,500 and for Delegate R$ 23,600. Now in 2025, these values have jumped to R$ 14,100 and R$ 26,800, respectively. In other words, new police officers will enter with a salary higher than those who joined four years ago, thanks to the adjustments made during this period.
- Organizer and Format: The Cebraspe remains as the organizing bank, using the true/false testing method and other similar characteristics. The subjects covered tend to be similar, with specific updates (for example, the inclusion of new legislation that emerged between 2021 and 2025, such as modified penal or procedural laws). The structure of stages (TAF, psychotechnical, etc.) is practically identical. The new aspect is the return of the Expert position in the police notice – in 2021, the PF did not open vacancies for Criminal Experts, whereas now there are several specialties covered.
- Validity of the Previous Contest: The 2021 contest expired in September 2023, meaning there were no more valid reserves. This increases the expectation for the current contest, as the PF does not currently have approved candidates waiting to be called – the 2025 vacancies are all for immediate filling. In 2021, after the contest, surplus candidates were called beyond the original vacancies (especially for Agent), but now part of this workforce has already retired or other vacancies have arisen, justifying a new selection process.
- Staggered Training Course: In 2021, all approved candidates attended the CFP together in the second half of that year. In 2025/26, the Federal Police plans to have separate classes – Agents starting the course first (Jan/26) and other positions a few months later. This may be to adjust the Academy’s capacity and also to expedite the entry of Agents, whose demand in the institution tends to be higher.
- Competition and Difficulty: The 2021 contest had around 321,000 registered candidates across all positions (one of the largest in PF history). For 2025, high demand is also expected, although possibly somewhat lower due to the reduced number of vacancies.
