Mega Operation of the Federal Revenue Receives the Name of Poço de Lobato in Reference to the First Oil Field in Brazil, Symbol of Energy Sovereignty and the Fight Against Irregularities in the Fuel Sector.
The most recent mega operation launched by the Federal Revenue against the Refit Group, controlling the Manguinhos Refinery in Rio de Janeiro, drew attention not only for the volume of the fraud investigated but also for the name chosen. Named Poço de Lobato, the action makes a direct reference to the first oil well discovered in Brazil, a fundamental milestone in the country’s energy history.
According to the Federal Revenue, the investigated group operates in the fuel sector and is pointed out as the largest tax evader in the country. Estimates indicate a loss of approximately R$ 26 billion to public coffers, resulting from a sophisticated scheme of tax fraud.
The choice of the operation’s name, therefore, is not random. On the contrary, it seeks to establish a symbolic link between the origin of oil exploration in Brazil and the economic activities of the group targeted by the investigation.

Discovery in Salvador Marked the Beginning of the Oil Era in the Country
The Poço de Lobato was located in the neighborhood of the same name, in Salvador, on January 21, 1939. The discovery represented the first confirmed record of oil in Brazilian territory and opened the way for a new stage of national economic development.
Despite its historical relevance, the exploration of the field did not prove commercially viable at the time. Nevertheless, the finding had a profound impact on the formulation of public policies focused on the energy sector.
From Lobato, geological studies advanced along the coast of Bahia, allowing for the identification of other areas with oil potential. This movement consolidated the understanding that Brazil could indeed produce its own oil.
Nationalist Campaign and the Birth of Petrobras
The discovery of oil in Lobato served as a catalyst for one of the most emblematic movements in the country’s history. In the 1940s, then-President Getúlio Vargas popularized the campaign “The Oil is Ours”, which advocated state control over resource exploration.
This social and political mobilization played a decisive role in the creation of Petrobras, founded in 1953. The state-owned company was born with the mission of structuring and developing the oil chain in Brazil, strengthening national energy sovereignty.
Thus, Poço de Lobato not only inaugurated oil exploration in the country but also directly influenced the institutional model adopted in the following decades.
Name of the Operation Dialogues with the Investigated Sector
Although the Lobato oil field was not economically viable, its symbolism remains strong. The Federal Revenue emphasized that the name of the operation also relates to the area of action of the investigated group, which operates directly in the fuel and oil derivatives sector.
The choice reinforces the message that illegal practices compromise not only revenue collection but also a whole strategic sector for the country. By connecting the historical past of Brazilian oil with the present, the operation seeks to highlight the gravity of the irregularities being investigated.
Monteiro Lobato Does Not Name the First Oil Well
Despite the coincidence in name, the Poço de Lobato has no relation to the writer Monteiro Lobato, one of the greatest names in Brazilian literature. Author of Sítio do Picapau Amarelo, he was indeed a fierce advocate of oil exploration in Brazil.
However, the well discovered in Salvador was named after the neighborhood where it is located, not after the writer. Still, Monteiro Lobato’s role as an enthusiast of energy autonomy contributed to keeping the theme of oil in the public debate at the time.
Today, decades later, the Poço de Lobato is back in the spotlight, associated with an operation targeting billion-dollar diversions in a sector crucial to the Brazilian economy.
