EcoRodovias Won the Concession for the Nova Raposo Project, Which Covers Important Highways in São Paulo. The Contract Provides for R$ 8 Billion in Works, Improvements, and Job Creation in the State.
The company EcoRodovias won the concession for the Nova Raposo project in an auction held this Thursday (28) at the B3 headquarters in São Paulo. The offer of R$ 2.19 billion secured the company the management of the lot for 30 years, surpassing EPR (R$ 1.17 billion), CCR (R$ 1.04 billion), and Via Appia (R$ 447.48 million). The winning bid, announced last, was met with applause from those present at the event.
The governor of São Paulo, Tarcísio de Freitas (Republicans), attended the auction and highlighted the project’s importance. According to him, the greatest legacy of his management is to put the state “on the right track.”
Tarcísio also announced that, in 2024, other auctions are planned, including lines from CPTM and the ferry system. The newspaper O Globo created a graphic clearly demonstrating the auctioned section.

Details of the Concession Works
The proposal includes an investment of R$ 7.9 billion in works and improvements over the 30 years of the concession. Additionally, on the already tolled highways, there will be a 30% average reduction in current tolls, effective from the beginning of the concession.
The concession contract includes the installation of two resting areas for truck drivers, 42 km of bike paths, 32 new overpasses, and adaptations to two already existing ones. The implementation of 20 new road devices and improvements to another seven are also planned.
Main Works of the Nova Raposo Project
- Castello Branco Highway (SP-280): implementation of additional lanes between Barueri and Araçariguama.
- Raposo Tavares Highway (SP-270): construction of service roads and additional lanes in the section between São Paulo and Cotia.
- Colonel PM Nelson Tranchesi Highway (SP-029): duplication of a section in the Cotia region.
- Cotia-Embu das Artes Link: complete duplication of the section and improvements in the route, prioritizing safety and fluidity.
The works reinforce the commitment to modernizing infrastructure, promoting mobility and safety for drivers and pedestrians.
Modernization of Service Roads
Among the highlights is the construction of 43 kilometers of continuous service roads in the urban section between São Paulo and Cotia.
“The reconfiguration of the highway will allow for the segregation of local traffic and long-distance traffic, which will reduce points of conflict on the highway due to the large number of vehicle entries and exits that will be interconnected to existing roads,” said the Partnerships and Investments Secretariat.
The investment of R$ 432 million will allow for the separation between local and long-distance traffic, reducing conflicts caused by vehicle entries and exits. The initiative seeks greater fluidity and safety for drivers and pedestrians.
Protests During the Auction
While the auction was taking place, demonstrators gathered in front of the B3 headquarters. With banners opposing the concession and the installation of 12 tolls, the group advocated for investments in quality public transportation. The Military Police reinforced security with about 20 agents on site.
The Nova Raposo auction concludes the 2024 Auction Marathon of the São Paulo government, marking another step in the agenda of privatizations and infrastructure investments in the state.
