Portocem Has Just Closed a Contract for the Construction of a New Natural Gas Power Plant in the State of Ceará, with a Capacity to Generate 1,572 MW.
Portocem Geração de Energia S.A, a company that plans to operate a natural gas power plant in the Pecém Complex, in Ceará, has signed a contract with the consortium formed by Consag and Mitsubishi Power for the construction of the facility. The project, which has an investment of R$ 4.7 billion, is expected to begin commercial operations in July 2026.
Natural Gas Power Plant to Be Installed in the Ceará Export Processing Zone
The news was shared via Portocem’s social media. With a 1,572 MW project, the company won the first Capacity Reserve Auction (CRCAP), held on December 21, 2021, by the National Electric Energy Agency (Aneel) and the Electric Energy Commercialization Chamber (CCEE).
The grant by the Ministry of Mines and Energy was given on August 8 of last year, and the contract with CCEE in November 2022 has a duration of 15 years. The natural gas power plant of Portocem in Ceará will be installed in the Ceará Export Processing Zone (ZPE Ceará), a company within the Pecém Complex, in the Metropolitan Region.

Composed of 4 simple cycle gas turbines, Portocem’s power plant will have an 8 km transmission line connecting the plant to the National Interconnected System via the Pecém 2 Substation.
The project will receive natural gas from a Floating Storage and Regasification Unit (FSRU) that will be chartered by Portocem and will remain permanently docked within the sheltered area of the Pecém Port, in Ceará.
The installation in the ZPE is expected to begin in the second half of this year. On the 14th, Portocem executives participated in a meeting with the state governor, Elmano de Freitas, to discuss operational details.
Project Promises to Generate More Than 1,500 Jobs
According to Portocem’s CEO, Roman Dias, the company is pleased with this partnership and has chosen world-class equipment by selecting Mitsubishi Power and a construction company with extensive experience in building such projects. Consag will help the company transform Ceará into an important natural gas hub in Latin America, attracting several other sustainable investments.
The construction of the natural gas power plant is expected to generate around 1,700 direct jobs. It is anticipated that the implementation works, which include the construction of structures, as well as the assembly of electrical and mechanical equipment, will begin soon. After entering into operation, the plant will also provide job opportunities in technical positions, requiring specialized professionals and operators or maintenance workers.
Mitsubishi Power and CONSAG Comment on the Natural Gas Power Plant

It is important to mention that the Pecém Complex has a strategic geographic location, being closer to the USA, Europe, and North Africa, and a complete infrastructure ready to receive the installation of large companies.
