With the signing of the dispatch, the process was officially sent to the Municipal Secretariat of Urban Security, which will concentrate the efforts to organize the public competition, from coordinating with other departments to preparing the bidding documents, testing stages, and a schedule aligned with the budget planning. The published authorization makes it clear that the selection is part of a broader effort by the municipal government to structure the Metropolitan Civil Guard by the end of the goals cycle.

According to the city hall, the starting salary of a Metropolitan Civil Guard in São Paulo is R$ 4,127.52.

The amount can be increased with the Special Daily Allowance for Complementary Activity, DEAC, and with allowances provided for in the career, which makes the public competition even more attractive for candidates seeking fixed income and additional earnings possibilities.

In practice, the combination of a base salary above four thousand reais, additional payments for complementary shifts, and performance-related bonuses tends to place the selection for the Metropolitan Civil Guard among the most contested in the municipal security area.

In practice, this means that the authorized public competition is likely to be a central piece of a multi-year strategy, combining the entry of new agents with the reorganization of schedules, increased territorial presence, and greater support capacity for other municipal policies, such as urban oversight, school protection, and public building security.

The execution of the plan will depend, however, on the maintenance of the budget margin forecasted until 2028.

Technical Opinions, Budget, And Fiscal Responsibility

The city hall emphasizes that the decision to open the public competition took into account favorable technical opinions from the municipal secretariats involved.

These include the Municipal Secretariat of Urban Security, the Municipal Secretariat of Management, the Municipal Secretariat of Finance, and the Financial Budgetary Board. These bodies certified the budgetary and financial viability of the measure before the publication of the authorization.

The text also emphasizes that the public competition is in accordance with the Multi-Year Plan, the Budgetary Guidelines Law, and the Fiscal Responsibility Law.

In the Executive’s assessment, this means that the expansion of the Metropolitan Civil Guard’s personnel does not compromise the limits on personal spending nor disrupt the balance of municipal accounts, a condition considered essential to avoid future challenges to the legality of the selection.

Race For Uniform, Stability, And Reinforcement Of Urban Security

The combination of 500 immediate positions, defined starting salary, and the possibility of increases through DEAC and bonuses creates a scenario of strong competition.

Previous competitions in the municipal security area usually mobilize candidates from different regions of Greater São Paulo and other states, attracted by the prospect of stability in a permanent position and working in one of the largest cities in the country.

At the same time, the opening of the public competition introduces new expectations regarding the role of the Metropolitan Civil Guard in the capital’s routine.

With more agents in the field, the city hall seeks to reinforce presence in public squares, parks, transportation corridors, health units, schools, and other municipal facilities, responding to neighborhood demands for increased preventive patrolling and quick responses in risk situations.
