The Signing Of The Contract For The Authorization Of The Construction Of The Private Railway That Will Connect The Port Of Açu To The City Of São João Da Barra Happened On This Monday (31) With The Presence Of President Jair Bolsonaro.

The ceremony for signing the contract that allows the start of the private railway took place during the groundbreaking of the construction of the GNA 2 thermoelectric plant, in the Açu Port complex, in São João da Barra, in the northern part of the State of Rio de Janeiro.

There Will Be 41 Km Of Tracks Built By The Açu Port, With Investments Of R$ 610 Million. The first private railway will be a new route for exporting agricultural production and transporting natural gas to the interior.

According to the Ministry of Infrastructure, this first private railway is expected to generate 4,400 jobs and will have the capacity to transport 50 million tons per year, in addition to being able to connect the Port of Açu to Brazil’s railway network.

In addition to the Minister of Infrastructure, Tarcísio Gomes de Freitas, and Bolsonaro, the Minister of Mines and Energy, Bento Albuquerque; the Governor of Rio de Janeiro, Claudio Castro; and state authorities were present at the signing of the new railway authorization.

The railway in Rio de Janeiro is the 22nd authorization contract formalized by the Federal Government since the creation of the Railway Authorization Program (Pro Trilhos).

The Pro Trilhos was created through the Provisional Measure No. 1,065/21, allowing free enterprise in the railway market for the construction, renovations, and operations of new railway lines, branches, yards, and terminals.

Taking into account all the projects approved by the Federal Government through Pro Trilhos, the amounts have already surpassed R$ 102.85 billion in investments and 6,880.69 km of new tracks in 14 states of Brazil. So far, the Ministry of Infrastructure has received 79 requests through Pro Trilhos.

In total, 13 companies have already submitted and had their proposals authorized. The new tracks will traverse the territory of 14 federative units, from which they have origin and destination.

In addition to the private railway at the Port of Açu in Rio de Janeiro, the authorized railroads pass through São Paulo, Minas Gerais, Espírito Santo, Pará, Santa Catarina, Maranhão, Bahia, Pernambuco, Piauí, Mato Grosso, Mato Grosso do Sul, Goiás, and the Federal District.

Despite granting powers to the private sector more promptly and with less bureaucracy, due to the modern permission model of the New Legal Framework for Railways, all projects, even if already authorized, undergo documentation verification and detailed analysis of the proposal.

The requests are analyzed by the National Secretariat of Terra Transport (SNTT) and the National Agency of Terrestrial Transport (ANTT), which check the alignment of the project with the implemented railway network, whether granted or authorized, and the compliance of the undertaking with public policies of the sector and national transportation.

In his speech after the signing of the contract for the authorization of the private railway at the Port of Açu, Minister of Infrastructure Tarcísio de Freitas praised the investors of the venture.

“Congratulations to our financiers and our investor, and I do this by greeting the ambassador of the United Arab Emirates, who is betting on this project. We have here a demonstration of confidence in Brazil. These first kilometers of railway that will be born here, which will connect the port, will make a difference”.
