Experts believe that a new round of privatizations will increase foreign ownership of state assets. It is believed that the reduction in foreign direct investment until 2020 is a one-off response to the covid-19 pandemic. The departure of some Brazilian companies occurred in the localization sector, such as automobiles and other precarious market conditions.

Luiz Claudio Campos, responsible for the area of government and public sector in Brazil and South America at the EY consultancy, says that “There is excess liquidity in the international market, intensive capital increase. There are fronts of action in privatization programs of the federal government, state and municipal concessions. With the approval of the gas legal framework, it is possible that the privatization of the sector will accelerate at the state level”.

Elias de Souza, leader of the government and public services area at the Deloitte consultancy, said that a large part of the deals announced by Brazil have received attention from foreign investments, mainly health units. Elias says that “Issues such as release of funding, sales model and estimates of return on exchange variation influence investor interest”.

State holdings:

Since the 1990s, foreign-owned companies have played an important role in the privatization of companies in Brazil, where at least five of the nine privatized companies held 15% or more of foreign investors' shares.

The mining company Vale is a strong example, where foreign shareholders hold 57% of the company's shares. Embraer, the world's third largest manufacturer of civil aircraft, has offices, industrial departments, parts and service distribution centers in the Americas, Africa, Asia and Europe, with foreigners holding 15,1% of the shares.
