New Eneva Project in the Northeast Expects Generation of 2,340 MW with Supply by GNL and Dedicated FSRU
Eneva, an integrated company in the energy sector, announced on May 9, 2025 the acquisition of a thermoelectric project in Ceará. According to information from the NeoFeed portal and the newspaper O Povo, the asset, previously owned by Ceiba Energy, is valued at R$ 7.6 billion. The operation is subject to approval by the Administrative Council for Economic Defense (Cade) and is part of the company’s strategy to diversify its generation matrix.
Technical Structure of the Thermoelectric Project in Ceará
As detailed by NeoFeed, the transaction involves the acquisition of Jandaia Energy Generation, a company licensed to build a thermoelectric complex with a capacity of up to 2,340 megawatts (MW). This project will be located in the municipality of Caucaia, about 50 km from Fortaleza, and will feature a liquefied natural gas (LNG) terminal at the Port of Pecém, according to O Povo. The forecast also includes the construction of a 6-kilometer transmission line, connecting the plant to the National Interconnected System (SIN), which will facilitate its integration into the national energy grid.
Implementation Phases and Expected Technologies
The project will be executed in two phases. The first includes a plant of up to 1,705 MW, using simple cycle gas turbines. The second phase anticipates the addition of up to 725 MW, with the possibility of using combined cycle or gas engines, as reported by sources. This modular approach provides technological flexibility, allowing Eneva to adapt the implementation according to the regulatory landscape and market conditions.

Supply of LNG via FSRU at the Port of Pecém
The gas supply will be enabled by a Floating Storage and Regasification Unit (FSRU), which will be permanently docked at the Port of Pecém. The adoption of an FSRU will allow for continuous receipt of LNG, enhancing energy security and reducing dependency on land pipelines. This technical solution is considered strategic to overcome local supply limitations, similar to those previously faced in other projects by the company.
Impact on the Energy Context of Ceará
Eneva already has operational assets in the state of Ceará, such as the Tauá Solar Plant and the Pecém II thermoelectric plant. However, in 2023, the company chose to hibernate Termofortaleza, acquired from Enel Brazil in November 2022, due to instability in the supply of natural gas. The new structure with supply via imported LNG significantly reduces the risk of discontinuity and increases the reliability of operations in the state.
Compliance with Public Policies and Sector Planning
The project is also aligned with the sector planning of the Ministry of Mines and Energy, which anticipates the holding of a power generation auction in 2025. According to the established rules, this auction will prioritize projects with advanced licensing and technical feasibility. Therefore, the acquisition strengthens Eneva’s positioning in a segment that requires short response times and structured solutions to ensure energy security.
Institutional Profile and Eneva’s Presence in the Sector
According to information from the company itself, Eneva operates in a vertically integrated manner across the entire energy chain, including gas exploration, thermal generation, and energy commercialization. As of April 2025, the company had a contracted capacity of 6.8 GW and presence in states such as Maranhão, Ceará, Sergipe, Roraima, Espírito Santo, and Bahia. The integration between production and generation contributes to the financial and operational predictability of the company’s projects.
Technical and Strategic Considerations
The acquisition of the thermoelectric project by Eneva in Ceará represents a planned expansion based on concrete technical data. It is not a promise of accelerated expansion, but rather movement within the current scope of Eneva’s operations. With the use of LNG, FSRU, and integration with SIN, the project meets the operational standards required by regulatory authorities. Thus, the operation reinforces the company’s role as a relevant player in the national electric matrix, focusing on energy flexibility and delivery predictability.
