A Billion-Dollar Investment in Ceará Is Coming. Fuella AS, a renowned Norwegian company, has just signed a pre-contract with the Pecém Industrial and Port Complex (CIPP) and the Government of Ceará, placing the state at the forefront of green hydrogen (H2V) and ammonia production in Brazil and worldwide. It’s no less than R$ 9 billion to bring this project to fruition and directly employ it in job creation and economic development in the region.
The plan is ambitious: a plant capable of producing 400,000 tons of green hydrogen and ammonia per year, all intended for export. With the construction in Ceará estimated to generate a thousand direct jobs and an additional 100 specialized jobs in operations, the project promises a profound impact on job creation and qualification in the energy sector.
The Importance of the Investment in Ceará
This investment in Ceará is not just another impressive number for project statistics internationally. It adds to a series of pre-contracts signed in the state, raising the total volume to US$ 24 billion in initiatives aimed at H2V, in addition to 40 memorandums of understanding signed. This trajectory makes Ceará a true center of innovation and energy transition, with the potential to lead the Brazilian and even international green hydrogen market.

Pecém Complex: Hub for Green Hydrogen and Much More

The President of the Pecém Complex, Hugo Figueirêdo, emphasized that the arrival of Fuella AS strengthens the local ecosystem for green hydrogen production, consolidating Ceará as a reference hub. The expectation is that the project will not only supply the external market, as planned, but also enhance the internal H2V chain, stimulating innovations and increasing the region’s competitiveness.
“The Pecém Complex has already been consolidating itself as a strategic hub for green hydrogen, and the partnership with Fuella AS will expand our capacity to offer complete solutions. This reinforces our role in the global market and meets a growing demand for sustainable energy alternatives,” said Figueirêdo.
European Incentives and Heavyweight Partners
The success of Fuella AS in the first auction of the European Hydrogen Bank secured funding of 720 million euros from the European Commission, positioning the company as a leading player in the sector. This support has been essential for Fuella to advance not only in the Ceará project but also in innovative initiatives in Europe.
Additionally, the presence of Allianz Capital Partners as an investor is a seal of confidence in the project. Allianz, a giant in asset management and one of the largest insurers in the world, represents a robust financial force that is expected to boost investment in Ceará and Fuella’s green hydrogen projects globally.
Focus on Sustainability: What Fuella AS Is Already Planning for Norway
As plans for Ceará take shape, Fuella AS is already working on another front with the Skipavika project, one of the first large-scale green ammonia plants in Europe, expected to operate in 2026. Located in Norway, this plant will have an annual production of 100,000 tons, using exclusively renewable energy (wind and hydroelectric) to drastically reduce carbon emissions.
In Norway, a second project, named Korgen, aims for a production of up to 200,000 tons of green ammonia per year, reinforcing Fuella’s commitment to sustainability. Both projects utilize the most advanced technologies to meet the growing demand for clean energy and reduce the use of fossil fuels.
The Government of Ceará’s Expectation
For the Governor of Ceará, Elmano de Freitas, the signing of the pre-contract with Fuella AS is a milestone for the state. “We are at the forefront of green hydrogen production in Brazil. This pre-contract is very important and should, within two years, develop its projects and, in three years, build the plant for large-scale green ammonia production in Ceará,” the governor explained, highlighting his pride in seeing the state attracting investments of such significance.
This investment in Ceará, besides strengthening the local economy, represents a significant step for Brazil’s energy transition.
