The Palmital City Hall, in the interior of São Paulo, installed signs with offensive phrases in three points considered repeat offenders for illegal dumping and, at the same time, began to offer guidance through QR Code for those who want to dispose of waste properly.

Instead of traditional notices, the campaign uses messages such as “who throws trash here is a confirmed cuckold” and “this is not a pigsty, you lazy pig,” accompanied by images of animals, to embarrass those who abandon trash in public areas.

According to the municipal administration, the idea is to provoke an immediate reaction and reinforce that dumping waste on lots, sidewalks, and road edges facilitates the presence of animals and insects, in addition to increasing the risk of disease transmission.

The city hall claims that it already maintains regular collections, cleanup actions, and inspections, but emphasizes that the result depends on the participation of residents, especially in places where waste accumulation reappears even after material removal.

The QR Code printed on the signs directs users to the page Palmital Cleaner, created to concentrate service information and reduce doubts about how to proceed in situations that often lead to illegal dumping.

On the site, residents find guidance about the schedule for selective and residual waste collection, as well as indications of drop-off points for specific materials, such as recyclables and items that should not go to regular collection.

The tool also gathers information about disposing of used cooking oil, a topic that often causes problems when it goes down the drain, leading to clogs and increasing maintenance costs, according to explanations provided by the city hall itself.

Among the options informed through municipal channels, there is an exchange point where citizens can deliver used oil and receive new oil, with the rule of five liters delivered for one liter returned, according to the official guidance from the municipality.

Selective Collection and Proper Disposal Services

The city hall links illegal disposal to direct impacts in daily life, such as persistent dirt, attracting animals, bad odors, and increasing the demand on cleaning teams, which need to return to places where the problem recurs.

By adopting aggressive language, the municipal management tries to turn recurring behavior into public embarrassment, betting that the shock of the message grabs the attention of passersby and discourages the abandonment of bags and debris.

In communications about the issue, the administration states that signs with formal notices have not been effective in the mapped points, which is why they decided to test a more direct format to disrupt the cycle of disposal.

The campaign has gained traction beyond the municipality on social media, with shares of photos of the signs, which has increased the visibility of the local problem and placed the communication strategy at the center of the debate on urban cleanliness.

Monitoring and Campaign Impact

Despite the tone used, the city hall tries to tie the approach to public service by presenting, in the same material, a path for practical guidance, preventing the message from being limited to offense without indicating an alternative to the resident.

Another front highlighted by the administration is monitoring, with a warning that illegal dumping can lead to fines, although the municipality has not detailed, in the most shared materials, the values of fines or the number of fines already imposed.

The city hall also associates the campaign with the need to protect areas that end up becoming improvised deposits, such as vacant lots and road edges, which often receive domestic waste, trimming debris, and materials discarded indiscriminately.

Meanwhile, the proposal for “Palmital Cleaner” is to serve as a quick guide, gathering instructions on sorting, timings, and drop-off locations to reduce the excuse of lacking information when it comes to disposal.

In institutional publications, the municipality reinforces that selective collection depends on proper sorting at home and adherence to collection days, as material outside the schedule tends to be exposed, torn, and spread.

The communication strategy aims to reach both those who intentionally dump and those who act out of negligence, reminding that throwing trash in the street does not end with the act of abandoning the bag, as waste can circulate and return to the neighborhood.

By transforming critical points into warning sites, the city hall aims to interrupt the cycle of cleaning and new disposal, using the QR Code as an entry point to services that already exist but are not always known.

With the signs functioning and the page concentrating guidance, the municipality’s expectation is to reduce recurrences in the mapped locations, but the effectiveness of the measure will depend on adherence and ongoing monitoring in the coming months.
