Get Trained to Monitor Health Policies with Free SUS Course in Partnership with Fiocruz. Aimed at Counselors and Social Control Workers, the Course Teaches Essential Monitoring and Evaluation Methods to Ensure More Effective Health Policies.

When it comes to public health, Brazil still faces challenges in ensuring that policies truly meet the needs of the population.

For those looking to get trained in the field and monitor the decisions that shape the Unified Health System (SUS), a free and innovative opportunity has emerged!

A course created by the National Health Council (CNS), in collaboration with renowned institutions such as Fiocruz and the Federal University of Mato Grosso (UFMT), offers specialized training in monitoring and evaluation for social control in SUS.

Course to Strengthen Social Control in SUS

The course, titled Training in Monitoring and Evaluation for Social Control in SUS, aims to prepare health counselors and others involved in social control to monitor SUS policies and deliberations with greater accuracy and rigor.

This training arises from a demand discussed at the 16th National Health Conference, held in 2019, where the need for more effective strategies for monitoring public health policies was recognized.

Objectives and Strong Partnerships

With a partnership between the CNS, the Sergio Arouca National School of Public Health of the Oswaldo Cruz Foundation (Fiocruz), and the Collective Health Institute of UFMT, the course utilizes the Fiocruz Virtual Campus as a teaching platform.

The goal is to provide theoretical and practical tools so that health counselors across the country can strengthen their actions, especially regarding social control in SUS.

This course is the result of a solid collaboration among the involved institutions, aligning the design and execution of the content with the expectations of the CNS.

According to Marly Cruz, course coordinator for Fiocruz and researcher at the National School of Public Health, the course offers a complete foundation in monitoring and evaluation concepts and methods in health.

Furthermore, it provides practical applications that will allow counselors to enhance their oversight of public policies.

Course Structure and Content Covered

The course is divided into modules that cover everything from the basic principles of social participation in health to monitoring and evaluation techniques. The aim is for students to understand the role of health conferences and apply what they have learned in tracking the policies and actions implemented by the SUS. Among the course modules, the following stand out:

Module 1: Basic Principles and Concepts of Social Participation in Health

  • Unit 1: Essential Concepts of Life in Society
  • Unit 2: Concepts about the Unified Health System and Social Control

Module 2: Planning, Monitoring, and Evaluation in Health

  • Unit 1: Theoretical and Conceptual Definitions of Monitoring and Evaluation
  • Unit 2: Health Planning and Methodological Approaches

Module 3: Contributions of Monitoring and Evaluation to Social Control in SUS

  • Unit 1: The Role of Conferences in the Deliberative Process
  • Unit 2: Techniques to Monitor Resolutions and Deliberations from the Conferences

Innovation and History of Success

According to Juliana Kabad, course coordinator for UFMT, this training emerged as a sequel to another initiative conducted in 2023.

The previous proposal, carried out in a hybrid format, already featured innovative content that explored monitoring and evaluation in the context of social control in health.

With the new course, the idea is to expand the reach so that health councils in all regions of Brazil can benefit.

Kabad also emphasizes that there has been an effort to adapt the teaching material and include new video lessons, without losing the essence of the content.

The expectation is that this training will continue to support health councils in their processes of planning, monitoring, and evaluation of public policies.

A Legacy for Public Health Policies

The course also becomes an important tool for future actions, as explained by the president of the CNS, Fernando Pigatto.

He believes that this training is essential for health councils to respond to the 17th National Health Conference, planned to directly influence municipal health plans starting in 2026.

“This course will be essential for ensuring that the deliberations from the conferences truly influence health plans,” Pigatto asserts.

Participation and Social Engagement

The proposal also values the importance of social control in the cycle of public policies, from formulation and execution to monitoring and evaluation.

With this training, the CNS hopes that health counselors at all levels – municipal, state, and national – can act more actively and grounded, ensuring that the deliberations of health conferences are effectively applied and monitored.
