The Pecém Oil Refinery (RPP) Is a Project That Has Generated Great Expectations in Ceará.
With a capacity to refine 100,000 barrels per day and produce around 5 million tons of derivatives per year, the refinery will be the first private one in the state and will primarily aim to refine fuels such as LPG, gasoline A, automotive diesel, marine diesel (MGO), and marine fuel oil (bunker). It is estimated that the total investment in the enterprise will be US$ 1.3 billion.
In addition to job creation during the construction and operation of the refinery, which is expected to create around 3,500 and 600 direct and indirect jobs, respectively, the RPP is a strategic investment for the state. With the establishment of the refinery, Ceará could become an important oil refining hub in the country, reducing dependence on imports and generating significant revenue for the state through exports.
Noxis Energy: The Company Responsible for the Project
The company responsible for the RPP project is Noxis Energy, the first private refinery to be established in Ceará. It is expected that construction of the facility will begin this year and that the refinery will start operating by 2026. Additionally, Noxis plans to install a methanol plant alongside the refinery to offer this fuel at the Port of Pecém. The idea is to produce green methanol at the Pecém Complex with a capacity of 500,000 tons per year, with an estimated investment of US$ 450 million.

Project Financing
With a total estimated investment of US$ 1.75 billion, Noxis Energy is seeking to finance the venture through green investment funds. The company is focusing on sustainability and the production of renewable fuels to attract investors and secure the necessary resources for the construction of the refinery and the methanol plant.
Project Approval by CZPE
The Pecém Oil Refinery industrial project was approved by the National Council of Export Processing Zones (CZPE) in 2020. The facility will be installed on an area of 106 hectares in the Export Processing Zone (ZPE) in Pecém, and will have a capacity of 100,000 barrels/day. With CZPE’s approval, Noxis Energy is now awaiting the release of environmental licenses to begin construction of the refinery.
The company submitted the Environmental Impact Study (EIA) and the Environmental Impact Report (Rima) to the Ceará State Environmental Superintendence (Semace) in early March. It is expected that the environmental licenses will be released soon, allowing construction to begin later this year.
