According to an article published by Tribuna Online, the project for Kennedy is by the American giant Oil Group, in partnership with Energy Platform, and includes a unit for producing fuel and a mini-refinery for producing lubricants. The forecast is to produce up to 30,000 barrels per day, in total. The investment is R$ 2.5 billion.
The CEO of Energy Platform, Márcio Félix, stated that the plan is for both enterprises to be installed adjacent to a port that will be built on the Southern coast of the State. “The lubricants plant could go North, probably in Jaguaré or São Mateus, keeping the refinery in the South. The question is synergy: the two together will generate economies of scale,” he explains.
The refinery, Félix says, will produce derivatives such as diesel fuel, gasoline, and marine fuel — the latter being the main objective of the refinery.
“We are in the phase of economic feasibility. In practice, it could create 500 jobs in operation and 1,500 in construction. This may take a while, but I am confident in the investment in Espírito Santo, focusing on the domestic maritime market,” he said, without estimating dates for the works.
The other project is by Noxis Energy, with a planned investment of US$ 800 million (R$ 4.3 billion) — a value that may increase or decrease depending on the proximity of the area to the sea. Gabriel Debellian, CEO of Noxis Energy, is awaiting the approval of an area in Aracruz for the project, which is expected to produce 50,000 barrels per day, focusing on low-sulfur marine fuel and marine diesel.
“There are projections for 1,500 jobs in construction and 140 in operation, which will be very modern and automated, opening opportunities for oil technicians, laboratory technicians, maintenance technicians, with operations in three shifts,” he said.
The area planned for construction, Debellian emphasizes, is the bottleneck. “We received an area from the city hall that was deemed unsuitable. We depend on this to maintain the project in Espírito Santo.”
“We have a (public) area that will be exchanged with a company from the region to acquire in return an area (belonging to industry) that meets the project. It is a process that, due to being in the public sector, has bureaucracies; we have to do evaluations, look at the square meter value of the areas. But we are already conducting assessments,” Balestrassi said. According to him, the company has already shown interest in the exchange.
“But the process needs to go to the City Council, which may take 4 to 5 months.”
When asked if the delay could lead the investment to another municipality, the secretary said that, in the meantime, Noxis can already conduct feasibility studies and attract investors. “The verbal agreement has already been made.” He expects total investments of R$ 4 billion, attracting more companies, including logistics firms.
