The Tax Reform in Agriculture Will Bring New Rules Starting in 2026. CNA and State Secretariats Guide Producers on the End of State Registration and the Use of CNPJ.

The Brazilian agricultural sector is preparing for a significant transformation: the tax reform will take effect starting January 2026, with new rules that will change the way of registration, tax issuance, and taxation in the field.

The initiative is part of the modernization of the national fiscal system and promises to reduce bureaucracy, but it will also require attention and adaptation from rural producers.

To discuss the impact of these changes, the Confederation of Agriculture and Livestock of Brazil (CNA) held a virtual forum on Thursday (30) entitled “Tax Reform and Its Impacts on Rural Producers”.

The meeting brought together representatives from the CNA and state finance secretariats, who addressed the main points of the transition and clarified doubts about the stages that will begin in 2026.

CNA Emphasizes Importance of a Gradual Transition

Among the topics discussed were the end of State Registration, the adoption of the alphanumeric CNPJ, the new rules for issuing the Electronic Invoice, and the creation of the Signature and Authorization Provider (PAA), responsible for validating electronic tax documents.

The technical director of CNA, Bruno Lucchi, stated that the main concern is to ensure that the change occurs without increasing the tax burden and with less bureaucracy.

“We sought a proposal that would reduce bureaucracy and recognize the essentiality of agriculture for the country’s supply and food security. We made progress on important points, such as the 60% discount for the sector and the inclusion of meats in the basic basket,” he stated.

The tax auditor from the Bahia Secretary of Finance, Álvaro Antônio Bahia, reinforced that the process will be one of cooperation between the government and producers.

“The process will be a significant joint journey between the government and producers, focusing on dialogue and the efficient implementation of the reform.”

For the coordinator of the Economic Hub of CNA, Renato Conchon, this is a moment for organization and planning.

“The reform brings a new paradigm of management and fiscal citizenship. It is essential for the producer to organize from now on, with short, medium, and long-term actions,” he warned.

CNPJ Will Replace State Registration by 2032

Among the main changes brought by the tax reform in agriculture, is the unification of fiscal registrations. The Complementary Law No. 214/2025 stipulates that, gradually, the CNPJ will replace the State Registration of all rural producers by December 31, 2032.

The measure aims to simplify the tax system, centralizing registrations in a single national base and ensuring more transparency and agility in the control of rural operations.

The director of the Secretary of Finance of Minas Gerais, Renato Deluca, explained that the change does not alter the legal nature of the producer. Even with the new registration, they will continue to be considered individuals for tax purposes.

The process for updating registrations will be done entirely digitally, through the Redesim portal, with authentication via Gov.

During the transition phase, producers will still be able to issue the Electronic Tax Document (DFe) using the state registration linked to the CPF until January 1, 2027.

This change is seen as an important step toward the modernization of tax management in the field, preparing the sector for a more integrated and less bureaucratic fiscal environment.

Easy Invoice Will Modernize the Issuance Process in the Field

Among the new features brought by the tax reform in agriculture, one of the most anticipated is the implementation of the Easy Invoice (NFF) — a digital tool created to make the issuance of tax documents simpler and more accessible for rural producers.

The system, developed by the tax authority, promises to reduce bureaucratic steps and expand the formalization of agricultural activities, facilitating the lives of those who work far from urban centers.

According to the coordinator of Tax Documents at Sefaz Goiás, Antônio Godoi, the proposal is to offer an intuitive and functional solution:

“The app allows use on mobile phones and the management of different devices registered with the same CPF or CNPJ.”

The NFF was designed to work on mobile phones and tablets, ensuring autonomy for the producer and greater control over their tax operations.

However, the feature is not yet available in all states. Mato Grosso do Sul, Tocantins, Amazonas, Piauí, Ceará, Pernambuco, and Alagoas are still awaiting integration into the system, which should occur gradually by the end of 2026.

With the arrival of this new tool, Brazilian agriculture takes another step toward digitization and transparency in transactions, consolidating the commitment of the tax reform to simplify and modernize the sector.

New Provider Will Bring More Security and Savings

Another point addressed was the creation of the Signature and Authorization Provider (PAA), which aims to reduce infrastructure costs and increase fiscal security.

The tool will be responsible for digitally validating tax documents and ensuring greater access control.

According to the systems analyst from Procergs, Fabio Capela, the proposal will bring more transparency to transactions.

The provider “should ensure access control, key security, and immediate communication to the tax administration in case of misuse.”

National Standardization Will Be Completed by 2027

Although part of the regulations is still being finalized, the schedule for the tax reform in agriculture already has defined milestones.

The mandatory use of the unified CNPJ and the standardized electronic invoice will begin in 2026 and should be consolidated by 2027.

The auditor from Sefaz do Paraná, Lhugo Tanak Junior, explained that the coming months will be for adjustments between the state tax systems.

“Our work throughout 2026 will be to harmonize the operations of IBS and CBS with ICMS, ensuring that producers have time to adapt.”

A New Fiscal Scenario for the Field

With the arrival of the new rules in 2026, agriculture enters an era of tax modernization.

The process promises more efficiency, less paperwork, and greater integration between producers and state governments.

However, it also requires technical preparation and continuous monitoring.

The tax reform in agriculture represents an important step toward simplification, but the success of the transition will depend on the sector’s ability to adjust to changes.

With the support of the CNA and the state secretariats, producers will have better conditions to face this new chapter of the Brazilian rural economy.
